淮河生态经济带绿色发展对策研究

摘要
国家"十三五"规划正式将淮河流域提升为生态经济带列入国家层面的发展计划,目的是充分利用淮河流域的地理优势,促进区域经济的发展。通过研究发现,淮河流域目前环境污染严重,管理地区分散,经济发展滞后,这些因素是淮河生态经济带建设的巨大障碍。为促进淮河生态经济带全方位发展,可以从以下方面入手:牢固树立五大发展理念,坚持绿色发展方向,走生态农业、生态工业以及绿色服务业发展之路。
The National 13 th Five-Year Plan officially promoted the Huaihe River basin into the development plan for the ecological economic zone at the national level, with the aim of making full use of the geographical advantages of the Huaihe River basin and advancing the development of the regional economy. Through investigation, it is found that the Huaihe River basin is currently suffering from serious environmental pollution, scattered administrative areas, and lagging economic development, which are huge obstacles to the construction of the Huaihe River ecological economic zone. In order to promote the all-round development of the Huaihe River ecological economic zone, it can be started from the following aspects: firmly establish five development concepts, adhere to green development as the direction, and take the road of ecological agriculture, ecological industry and green service industry development.
