贵州省矿产资源统一确权登记的做法与成效

摘要
贵州省绥阳县等5个县在开展自然资源统一确权登记试点工作中,对登记过程遇到的问题进行梳理并提出处理方法,实现了各种数据资源的互连互通,初步形成了管理集成和综合分析,在一张图上集成所有矿产资源确权成果,实现了全面集中体现自然资源保护和监管。通过试点,以储量数据库为基础,按估算范围、矿业权范围划定单元,充分依靠省级专业化和信息化优势,自上而下开展储量数据库和市县级发证矿业权的数据清理工作,完成省级首次登记,构建自然资源统一登记制度体系,形成具有贵州特色的可复制、可推广的登记路径和方法。
This paper introduces the practice and achievements that Suiyang County and other five counties have done in pilot work on unified confirmation and registration of natural resources. They have sorted out the problems that they met and have offered treating methods.Through their efforts, the interconnection of various data resources is realized; management integration and comprehensive analysis has been formed; the confirmation results of all mineral resources can be integrated on one diagram.; thus comprehensively and intensively reflecting the protection and supervision of natural resources. Though pilot, based on the reserves database, they have delimited the unit in the light of both the scope of estimation and mining rights. Fully relying on provincial specialization and information advantages, they have launched an up-down initiative to check up the reserve database and the data of mining rights issued by cities and counties. In addition, they have completed the first provincial registration; established a unified registration system for natural resources. As a result, replicable and scalable registration paths and methods with Guizhou's characteristics have been formed.
