创新发展时期苏南工业小城镇的转型路径探索——以常州市武进区横林镇为例

以乡镇企业为主体的"老苏南模式"使一大批小城镇通过快速推进工业化成为全国"明星小镇"。然而随着我国经济进入创新、绿色发展的新时期,部分苏南工业小城镇的传统发展路径难以为继,亟待转型以适应新的发展条件。文章以常州市武进区横林镇为例,剖析其面临的低端工业化与低质城镇化相互制约的现实困境,结合国家新型城镇化对小城镇的发展要求及区域转型趋势,以"打造创新引领的专业特色小镇"为发展目标,并提出相应的发展策略,应对人才不足的创新核心困境,以期为促进同类小城镇在创新发展时期的转型升级提供一定借鉴。
The "Old Sunan Model", which is dominated by township and village enterprises, has enabled a large number of small towns to become "brillianttowns" through rapid industrialization. However, with China's economy entering innovation and a new era of green development, the traditional development path of some small industrial towns in southern Jiangsu is difficult to sustain, and it is urgent to transform to adapt to new development conditions. Taking Henglin Town, Wujin District, Changzhou City as an example, this paper analyzes the real dilemma of the low-end industrialization and low-quality urbanization, and combines the national new urbanization development requirements and regional transformation trends to create innovative leadership. The professional characteristic town is the development goal, and proposes corresponding development strategies to deal with the core dilemma of talent shortage, in order to provide some reference for promoting the transformation and upgrading of similar small towns in the period of innovation and development.
