湿地环境保护问题和法律建议

摘要
海洋生态系统、森林生态系统、湿地生态系统是地球三大生态系统,湿地生态系统有着非常重要经济功能、生态功能和社会功能。随着经济的不断发展,针对湿地资源以及环境的开发也越来越频繁,我国大部分湿地正在面临着诸多因素的影响。人们没有计划的开发湿地资源,给湿地生态系统造成巨大的破坏,当地的生态资源急剧减少,生态系统稳定性越来越弱,甚至有些湿地都出现了退化的现象。在中国现拥有五百多个自然保护区,四百多个湿地公园,资源极为丰富。湿地生态系统会因为当地的环境有所不同,针对不同的地区,对湿地生态系统进行分析和保护。保护湿地生态系统最好的方法是立法保护、管理制度和针对湿地资源的法律保护;学习国外先进的经验。根据我国的实际情况不断完善我国的法律条文,在原有的保护立法研究基础上提出更多的建议和意见,这样可以使区域内的湿地建设更加规范。
Marine ecosystems, forest ecosystems, and wetland ecosystems are the three major ecosystems of the Earth. Wetland ecosystems have very important economic, ecological, and social functions. With the continuous development of the economy, the development of wetland resources and the environment is becoming more and more frequent. Most of China's wetlands are facing many factors. People have no plans to develop wetland resources, causing tremendous damage to the wetland ecosystem. The local ecological resources have been drastically reduced, the stability of the ecosystem has become weaker, and even some wetlands have degraded. In China, there are more than 500 nature reserves and more than 400 wetland parks, which are extremely rich in resources.Wetland ecosystems analyze and protect wetland ecosystems for different regions because of the local environment. The best ways to protect wetland ecosystems are legislative protection, management systems and legal protection against wetland resources; learning advanced foreign experience. According to the actual situation in China, we will continue to improve our country's legal provisions, and put forward more suggestions and opinions on the basis of the original research on protection legislation, so that the construction of wetlands in the region can be more standardized.
