摘要
贫困地区必须走绿色减贫之路。本文以河南新县绿色减贫的实践为例,探讨贫困地区如何以"两山"理论为指导,因村精准施策、因户精准施策,打出一套精准扶贫的政策组合拳,通过逐步提升村集体和农户的绿色发展能力,探索走出一条绿色减贫之路。要实现生态环境保护与减贫的双赢,必须正确认识保护与发展的关系,打通农户绿色发展能力的实现途径,接通绿色生产与绿色销售的连接公式。
        Poverty-stricken zones must take the road of green poverty reduction. Taking the practice of green poverty reduction in Xinxian County of Henan Province as an example,this paper explores that poverty-stricken zones,guided by the "two mountains"theory,have put forward a set of precise combination of Poverty Reducion Policies for the villages and the households,and gradually enhance the green development ability of rural collectives and farmers,and to explore a green way to reduce poverty. In order to achieve a double win situation between eco-environmental protection and poverty reduction,we must correctly understand the relationship between protection and development,find the way to realize the farmers' green development ability,and connect the connection formula between green production and green sales.
