摘要

标准制定权作为一种权利模式,其与简政放权之间的软隶属关系和共通性,使标准制定权改革成为简政放权在标准领域的参照,从权利的职能视域比对总结出标准制定权影响简政放权的逻辑性和职能关系。标准制定权的改革路径对简政放权中存在的协同动力缺乏、监管后劲不足的矛盾起到先发作用,从标准层级优化引导市场的协同监管职能,推动政府标准职能转换,建设新型政府,持续推进简政放权的路径优化。
        As a right mode, the subordinate relationship and commonality between standard-setting right and simplified decentralization makes the reform of standard-setting right a reference in the field of standards. From the functional perspective of rights, this paper compares the logic and functional relationship of the influence of standard-setting right on simplified decentralization. The reform path of standard-setting right plays a leading role in the contradiction of lacking in synergy and continuous supervision in the decentralization of simplified governance. It optimizes and guides the market's synergistic supervision function at the standard level, thus promoting the transformation of government's standard function, building a new type of government, and continuously promoting the path optimization of simplified governance and decentralization.
