摘要

城市总体规划工作开展过程中需要做好长远发展战略与近期规划实施2者间的平衡。在进行总体规划时合理保护资源,推动城乡发展,实现政府事权与多元主体的协同作用是尤为重要的规划核心,同时也是城市空间规划体系的重要支持。论文阐述了空间规划体系建立的基本目标,分析了空间规划体系下对城市总体规划作用的再认识。
        It is necessary to balance the long-term development strategy and the short-term planning implementation in the process of carrying out the urban master plan. In the overall planning, it is very important to protect resources, promote urban and rural development,realize the synergy between government power and multiple subjects, and it is also an important support for urban spatial planning system.This paper expounds the basic goal of the establishment of the spatial planning system, and analyzes the concrete recognition of the function of the urban overall planning under the spatial planning system.
