绿水青山与金山银山的转化探析

摘要
对事物的认识是多次反复、无限深化的过程。"绿水青山"与"金山银山"的关系经历了"换、保、转"三个阶段。"绿水青山"转化为"金山银山"实质上就是"自在自然"向"人化自然"的转化的过程。"绿水青山"转化为"金山银山"是全面建成小康社会的题中之意,是适应社会主要矛盾转化的需要,还是实现乡村振兴的重要基础。结合张湾区西沟乡的实践,提出了实现产业的生态化、生态的产业化,并大力发展生态产业的具体转化路径。在转化中需要解决生态资本核算、完善生态补偿机制、推进农村集体产权制度改革将"青山"和"金山"之间的桥梁搭建起来。
The understanding of things is a process of repeated and infinite deepening. The relationship between ′lucid waters and lush mountains′ and ′mountains of gold and silver′ has experienced 3 stages of ′changing′, ′guaranteeing′ and ′turning′. The transformation of ′lucid waters and lush mountains′ into ′mountains of gold and silver′ is essentially a process of ′free nature′ to ′humanized nature′. The transformation of ′Lucid waters and lush mountains′ into ′mountains of gold and silver′ is the meaning of the comprehensive construction of a well-off society, the need to adapt to the transformation of major contradictions in society, and the important foundation for the rejuvenation of rural areas. Combined with the practice of Xigou Township in Zhangwan District, it puts forward the realization of industrial ecologicalization and ecological industrialization, and vigorously develops the specific transformation path of ecological industry. In the transformation, it is necessary to solve the ecological capital accounting, improve the ecological compensation mechanism, and promote the reform of the rural collective property rights system to build the bridge between ′lucid waters and lush mountains′ and ′mountains of gold and silver′.
