档案职业“泛在化”与“专业化”之争——档案事业转型升级的螺旋式发展历程

建国以来,特别是改革开放以后,档案职业存在着人员、学历"泛在化"的特征。随着档案学科体系的日渐完善,"泛在化"的职业现状与档案事业发展出现矛盾。随着档案学专业的大批设立和数字档案馆的广泛建成,档案职业完成了向"专业化"的转向,而这一转向极大地促进了档案事业的发展。转型升级以后,档案工作面临业务拓展的需求。档案馆或采用政府购买服务的模式,或以聘用雇员的形式补充各种专需人才,档案职业"泛在化"再次出现。由于不能形成长期稳定的用人模式,这种雇佣方式不能满足实际要求。在当前的形势下,拥有多学科专业人才,掌握核心技术,才是各档案馆亟需解决的问题。必须用"泛在化"来补充"专业化"的不足,实现突破。这与此前的"泛在化"具有本质的不同,是一个螺旋式发展上升的过程。
Since the founding of the People's Republic of China, especially after the reform and opening up, the archival profession has the characteristics of personnel and educational background becoming ubiquitous. With the gradual improvement of archival discipline system, the "ubiquitous" occupational status is contradictory with the development of archives. With the establishment of a large number of archival science majors and the extensive establishment of digital archives, the archival profession has completed the transition to "specialization", and this one turn promoted the development of archives career greatly. After transformation and upgrading, archives work is faced with the need of business expansion. Either through government procurement of services or through the recruitment of staff, the "ubiquity" of the archival profession appears again. Since it cannot form a long-term stable employment mode, this mode of employment cannot meet the actual requirements. Under the current situation, it is urgent for archives to have multidisciplinary professionals and master core technologies. "Ubiquity" must be used to supplement the deficiency of "specialization" and achieve breakthroughs.This is essentially different from the previous "ubiquity", which is a spiraling process of development.
