Aiming at the eco-environmental problems in Hei River valley, the authors analyze the influence of the development of soil and water resources and social-economic development on eco-environment and their interactions using the standpoints of resource economics to probe into the valid approaches and harmonious mechanism between eco-environment protection and  social-economic development and to propose some policy  suggestion and countermeasure for the eco-environmental recovery and remediation of Heihe River valley and other similar inland dry basins.
