摘要

The Netherlands are a small and densely populated country which, as is well known, never had much reason to complain of lack of water. Water has been their greatest friend, but at the same time their greatest enemy ever since the first settlers chose the delta of the rivers Rhine, Meuse and Scheidt for their residence.
