摘要

作为中国地方政府的一项政策创新,开放政府数据运动正在全国范围内发展起来。本文以政策扩散理论为视角,对国内46个地方政府开放数据平台进行分析,探讨开放政府数据的政策扩散路径及内在机理。研究发现,地方政府开放数据扩散时间上处于S型扩散的快速扩散期,空间上呈现区域扩散和邻近效应,路径上层级效应显著,动力上内外因素综合作用。
        As a policy innovation of local governments in China, the open government data movement is developing nationwide. From the perspective of policy diffusion theory, this paper analyses 46 local government open data platforms in China, and explores the policy diffusion path and internal mechanism of open government data. The study finds that the diffusion time of local government open data is in the period of S-type diffusion, and the spatial diffusion and proximity effect are presented. The hierarchical effect on the path is significant, and the dynamic internal and external factors play a comprehensive role.
