摘要

在现代教育体系中,高等职业教育是一种跨界的教育,具有"职业性"和"教育性",双重属性决定了其内部治理的独特性。然而,调查发现,高职院校的内部治理结构与普通高校具有严重的同质性,存在科学论证缺乏、行政化现象严重、制度建设薄弱、整体优化不足、外部参与缺失、特色不明显、组织机构变革甚微、治理能力提升较慢等问题。为优化高职院校治理结构,提升治理能力,高职院校应加强顶层设计,搭好机构框架;依法治校,完善内部制度;因"校"制宜,构建特色机构;协同优化,搭建扁平化组织;细化管理,提升治理能力。
        In the modern education system, higher vocational education is a kind of cross-border education, with the dual attributes of "vocational" and "educational", which determines the uniqueness of its internal governance. However, the survey found some problems in the internal governance structure of higher vocational colleges such as lack of scientific argument, weak system construction, lack of external participation, unobvious characteristics, little organizational structure change and slow improvement of governance capacity. In order to optimize the governance structure and enhance the governance ability of higher vocational colleges, it is suggested that higher vocational colleges should strengthen the top-level design and set up a good institutional framework; run school by rule of law and improve the internal system;construct characteristic institutions according to the " school" conditions; build a flat organization, refine management and enhance the governance ability.
