摘要

当前,我国标准化体制已不能很好地适应市场经济及技术快速发展的要求,现行工程建设标准体制也在一定程度上制约了工程建设技术的创新发展。从我国标准化改革所面临的形势出发,分析国外主要市场经济国家技术制约体制的特点,分析我国工程建设标准化改革的实施路径,论述工程建设标准化改革背景下燃气全文强制性规范制订的背景、定位及与现行标准的关系。
        At present,Chinese standardization system cannot adapt to the requirements of the rapid development of market economy and technology,and the current engineering construction standard system also restricts the innovation and development of engineering construction technologies to a certain extent. Based on the situation faced by Chinese standardization reform,the characteristics of technical control system of major foreign market economy countries,and the implementation path of engineering construction standardization reform in China are analyzed. The compilation background and orientation of the gas full-text mandatory specification and their relationship with the current standards under the background of the engineering construction standardization reform are discussed.
