基于量化分析的中国全民健身政策研究(1995—2016)

摘要
采用文献资料法、内容分析法、数理统计法等,以《中国体育年鉴》为主要政策样本来源,对1995—2016年间的384件全民健身政策从政策数量、政策类型、政策力度、政策工具以及政策制定的参与部门等方面进行了量化分析。研究发现:1995—2016年的全民健身政策数量整体呈现震荡波动的演进态势;通知是全民健身政策的最主要形式,发展规划类的政策所占比例最高;2008年之前政策力度值波动震荡较大,之后的全民健身政策力度值总体波动幅度较小;全民健身政策工具类型以激励性工具为主;国家体育总局是全民健身政策制定与发布的主导部门。
By using the methods of literature,content analysis,mathematical statistics and so on,with the Chinese Sports Yearbook as the main source of policy samples,this paper makes a quantitative analysis of the 384 national fitness policies from 1995 to 2016 from the number of policies,policy types,policy intensity,policy tools and the participating departments of policy formulation.The study finds that the number of national fitness policies from 1995 to 2016 showed an overall trend of fluctuation.The notification was the most important form of the national fitness policy,and the proportion of policies in the development planning category was the highest;Before 2008,the value of policy intensity fluctuated greatly and after that the value of policy intensity fluctuated slightly.The national fitness policy tools are mainly incentive tools;General Administration of Sports of China is the leading department for the formulation and release of the national fitness policy.
