区域人工智能产业发展战略研究

摘要
在国家层面,我国在2017年已出台人工智能产业发展规划计划文件,国内部分经济发达省份迅速出台了相关规划计划积极响应,然而有关区域人工智能产业发展战略的研究甚少,尚未形成系统理论。在进行国内外研究与产业政策现状分析后,分析人工智能产业的基本理论,凝练人工智能产业的产业特点、产业关联关系、产业构成和发展所需的基础条件,提出区域人工智能产业发展战略应由"三发一划一策"(即发展定位、发展目标、发展方向、规划计划和扶持政策)构成,并给出每个构成要素的内容及推导方法。以湖南省为例,详细剖析该区域的人工智能产业现状,提出其产业发展战略,并针对湖南省人工智能产业发展提出若干政策建议。
        At the national level, China has issued some programs and plans for the development of artificial intelligence industries in 2017. Some domestic economically developed provinces positively and quickly issue relevant programs and plans. However, there is little research on the development strategy of regional artificial intelligence industry, and the system theory has not yet been formed. After analyzing the current situation of domestic and foreign research and industrial policy, this paper analyzes the basic theory of artificial intelligence industry, condenses the industrial characteristics of artificial intelligence industry, the relationship between industries, the composition of industry and the basic conditions needed for the development of artificial intelligence industry. The paper puts forward that the development strategy of regional artificial intelligence industry should be composed of "three issues and one unified strategy"(development orientation, development goal, development direction, programs and plans, and support policy), and gives the content and derivation method of each component element. Taking Hunan province as an example, this paper analyzes the current situation of artificial intelligence industry in this region in detail, puts forward its industrial development strategy, and puts forward some policy suggestions for the development of artificial intelligence industry in Hunan.
