农产品质量安全国际科技合作发展探讨——以中国农业科学院为例

摘要

国际科技合作是当今世界科技发展的重要推手。文章以农产品质量安全为目标研究领域,分析了国际科技合作对于该研究领域所产生的作用,并结合中国农业科学院近些年来农产品质量安全国际科技合作实践,剖析了国际合作在吸引先进科学知识与技术、服务世界农业、培养人才、提升农业科研单位科技创新与成果转化能力等方面产生的影响与作用。在此基础上,针对农产品质量安全国际科技合作发展中存在的问题,提出了扩大国际科技合作区域,增强合作伙伴的多样性;建设新型国际科技合作,提升技术合作水平与层次;培育高层次科技合作人才,推动科技合作发展等促进农产品质量安全国际合作发展的建议。
        International cooperation is one of important driving forces for the development of science and technology. Taking quality and safety of agricultural products as the targeted research field, the role of international cooperation in science & technology development was analyzed in the paper. Based on international cooperation practices of Chinese Academy of Agricultural Sciences in quality and safety of agricultural products, the effect of international cooperation on absorbing advanced scientific knowledge and technologies, servicing world agricultural development, cultivating professional personnel, and improving science & technology innovation capacity and technology transformation in agricultural research institutions was elaborated. According to existing problems of international science & technology cooperation, suggestions for the future development in international cooperation of agricultural product quality and safety were put forward, i.e., enlarging international cooperation area and increasing multiple of cooperative partners, building a new type international cooperation and boosting technical cooperation level, training high level talents of cooperation to promote development of science and technology cooperation.
