摘要
文章收集了十八大以来各地通报的50个庸政懒政怠政案例及官网报道的相关数据,采用理论分析与实证研究、定量数理统计与定性逻辑分析相结合的研究方法,通过对这些庸政懒政怠政官员的人员结构、区域分布、处罚情况等进行分析,来观察庸政懒政怠政的主要特点和类型,探究庸政懒政怠政滋生蔓延根源,提出健全治理庸政懒政怠政长效机制对策。
This article has collected 50 cases of the mediocrity and laziness in the Party and government organs issued by the various localities all over the country and the related data reported on the official websites since the 18 th National Congress of the Communist Party of China. Using the research methods of theoretical analysis and empirical research, quantitative mathematical statistics and qualitative logical analysis, the article attempts to observe the main characteristics and types of mediocrity and laziness by analyzing the personnel structure, regional distribution and its punishment, explore the root causes of the problem, and propose a countermeasure of long-term mechanism to improve the related governance.
