摘要

文章结合当前我国铁路工程项目存在的问题,引出对铁路工程项目设计阶段概算控制的必要[1],通过对价值工程和限额设计两种投资控制方法的对比分析,打破以往的单一概算控制方法[2],选择价值工程和限额设计相结合的控制方法,即在限额设计的前提下,运用价值工程原理,实现设计阶段对铁路工程项目概算控制的目的。文章通过对某大型铁路工程项目的初始概算方案进行优化控制,并对其优化后的各分项工程的概算额进行合理性分析,揭示基于价值工程的限额设计方法在铁路工程项目概算控制中应用的可行性和有效性[3],具有很强的针对性。不仅为铁路工程项目概算控制提供新的思路,也为整个建筑行业及其他领域进行成本优化提供参考价值。
        This is particularly true for railway projects. Based on the problems existing in railway engineering projects in our country,the paper brings out the necessity of controlling the budget estimates in the design stage of railway engineering projects. Through the comparison and analysis of the two investment control methods of value engineering and quota design, breaking the previous single budget control method, and choosing the budget control method combining value engineering and quota design, that is, applying value engineering principles under the premise of quota design, To achieve the purpose of controlling railway project budget estimates during the design stage. Through the optimization control of the initial budget proposal of Jincheng railway project, and the rationality analysis of the budget estimates of each sub-project after the optimization, It reveals the feasibility and validity of the application of the value engineering based quota design method in the control of railway project budget estimates, which has strong pertinence. It not only provides new ideas for the control of railway project budget estimates, but also provides reference value for cost optimization in the whole construction industry and other fields.
