新疆绿洲县域建设用地配置效率及优化措施研究——以乌鲁木齐县为例

摘要
[目的]新疆绿洲县域作为干旱区承载人口的主体,而建设用地是影响社会经济发展的重要因素,对建设用地配置效率进行研究,揭示绿洲县域建设用地配置的现状,有利于合理配置建设用地,实现土地可持续利用,促进绿洲生态文明建设。[方法]文章以乌鲁木齐县为例,采用主成分和模糊综合分析法研究乌鲁木齐县建设用地配置情况,并对配置效率进行评价分析。[结果]乌鲁木齐县2005—2009年的评价等级为一般, 2010—2014年的评价等级为好, 10年的配置效率都达到了预期水平,从动态分析来看,建设用地配置效率波动幅度较大,从影响建设用地配置因素来看,主要受产业结构、城镇化水平、土地市场、政府政策等影响。[结论]提出相应建设用地合理配置的对策建议:(1)实现产业结构调整,提高城镇化水平;(2)引导土地市场走向科学化、规划化,充分发挥市场作用;(3)发挥政府职能,保证建设用地配置合理性;(4)制定土地集约利用的激励机制,保持县域均衡发展。
        Xinjiang Oasis county is the main body carrying population in arid area, and construction land is an important factor affecting social and economic development. This research aims to study the allocation efficiency of construction land, and reveals the current situation of Oasis county construction land allocation, so as to rationally allocate construction land, realize sustainable land use, and promote the construction of oasis ecological civilization. Taking Urumqi county as an example, this research used principal component and fuzzy comprehensive analysis method to study the allocation of construction land in Urumqi county and evaluate the allocation efficiency. The research showed that the evaluation grade of Urumqi county in 2005-2009 was general, the evaluation grade in 2010-2014 was good, and the allocation efficiency in 10 years had reached the expected level. From the dynamic analysis, the allocation efficiency of construction land was fluctuating. From the perspective of factors affecting the allocation of construction land, it was mainly affected by industrial structure, urbanization level, land market and government policies. Finally, the research propose the countermeasures for the rational allocation of construction land such as realizing the adjustment of industrial structure to improve the level of urbanization, guiding the land market to be scientific and planned, and giving full play to the role of the market, giving full play to government functions to ensure the rationality of construction land allocation, formulating incentive mechanisms for land intensive use to maintain balanced development of the county.
