摘要
目的:调查四川省农村基层卫生机构的卫生人员激励机制满意度及影响满意度的主要激励因子,提出激励机制改革的政策建议。方法:采用问卷调查法收集数据,采用多重线性回归和因子分析法分析激励机制的影响因素。结果:共调查卫生人员296人,综合满意度为68.6%。利用因子分析法提取激励机制满意度的4个公因子(职称评聘因子、和谐与发展因子、薪酬因子、制度考评激励因子),累计方差贡献率为64.359%。成都、泸州、西昌地区卫生人员薪酬因子满意度得分分别为0.460、-0.009、-0.417。多因素分析显示职称、性别与满意度关系密切,职称越高,满意度越低(B=-0.157,P=0.006),女性满意度低于男性(B=-0.344,P=0.012)。结论:农村基层卫生人员对激励机制的满意度较低,激励制度改革应重点针对薪酬制度,在考虑地区、职称等多方面因素的基础上制定更加科学合理的绩效考核制度。
        Objective: To investigate the current level of satisfaction degree of health workers incentive mechanism in rural primary health institutions in Sichuan Province, explore the main incentive factors that affect their satisfaction, and put forward the policy suggestions for the reform of Incentive mechanism. Methods: Quantitative questionnaires were used to collect data, and analyze the influencing factors of incentive mechanism by using single factor analysis and factor analysis methods. Results: A total of 296 health workers were surveyed,and average satisfaction was 68.6%. The 4 common factors(professional title titles factor, harmony and development factor, salary factor, system evaluation incentive factor) of incentive mechanism satisfaction degree were extracted by factor analysis, and the cumulative variance contribution rate was 64.359%. The satisfaction degree scores of health workers in Chengdu, Luzhou and Xichang areas were 0.460,-0.009 and-0.417 respectively. Multi-factor analysis results suggest that the job title and gender and satisfaction degree are closely related, the higher the title, the lower the satisfaction degree(B=-0.157,P=0.006), the satisfaction degree of female satisfaction is lower than that of men(B=-0.344, P=0.012). Conclusion: The rural primary health workers are less satisfied with the incentive mechanism, and the incentive system reform should focus on the salary system, establishing a more scientific and reasonable performance appraisal system based on the consideration of various factors such as region and job title.
