省域高职院校投入产出效率及其影响因素研究——基于甘肃16所公办高职院校的实证分析

摘要
提升投入产出效率是当前省域高职院校内涵建设的重要内容和必然要求。基于投入产出视角构建省域高职院校办学效率评价指标体系,通过采用DEA模型、Tobit模型对甘肃公办高职院校投入产出效率及其影响因素的实证分析发现:大部分公办高职院校距离生产前沿面较为接近,纯技术效率呈逐年增长趋势,但非DEA有效高职院校所占比例较高,意味着公办高职院校投入产出效率并不理想;研究生学历专任教师比例、生师比、教学科研仪器设备值占比、固定资产总值等对公办高职院校投入产出效率具有显著影响。在此基础上,提出增强办学效率意识、优化教育资源配置、提高组织管理效能等措施和建议。
        Improving the efficiency of input and output is the important content and inevitable requirement for the connotation construction of provincial higher vocational colleges. This study established the evaluation index system of provincial higher vocational colleges based on the input-output perspective, and did the empirical analysis of the input-output efficiency and its influencing factors of public higher vocational colleges in Gansu Province through carrying out the DEA model and Tobit model. The study found that most of public higher vocational colleges are closer to the production frontier, and the pure technical efficiency is increasing year by year, but the proportion of non-DEA effective higher vocational colleges is higher, which means that the efficiency of input and output is not ideal; the proportion of full-time teachers with postgraduate degree, the ratio of students to teachers, the proportion of instruments and equipment value in teaching and research, and the total value of fixed assets, have a significant impact on the efficiency of input and output in public higher vocational colleges. On this basis, this paper puts forward the following suggestions and measures: To enhance the awareness of running school efficiency, optimize the allocation of educational resources, and improve the efficiency of organizational management.
