摘要

精准扶贫政策和农村低保制度衔接过程的规范化、程序化运行可助力实现2020年全面脱贫目标。因二者在权利内涵、机制运行等方面存在本质区别,导致二者在标准衔接、对象衔接、管理衔接和资金衔接等方面存在严重衔接阻碍。为加快实现二者的有效衔接,最大限度地发挥农村反贫困系统的整体效应,从保障贫困农民的基本权益出发,着力构建一套以代表贫困农民真实利益需求的利益代表机制、规范合理的利益表达机制、效率优先兼顾公平的利益协调机制以及合法高效的权益保障机制为中心的有效衔接机制,并从加快反贫困领域统一高层次立法工作、完善扶贫资金的统筹机制、构建多元可持续的扶贫工作机制以及完善衔接标准的动态调整机制等配套机制改革方面完善制度衔接体系。
        Targeted poverty alleviation policy and the standardization of the work of the rural subsistence allowance system can help achieve the goal of overall poverty reduction by 2020. Because of their essential differences in the connotation of rights and operation mechanism,the two have serious connection obstacles in the aspects of standard cohesion,object cohesion,management cohesion and mechanism cohesion. To effectively promote the cohesive work smoothly,the maximum play to the overall effect of rural anti-poverty system,from the perspective of protecting the basic rights of poor,should strive to build a set of to represent the interests of the poor real interests on behalf of the mechanism,the specification and reasonable benefit expression mechanism,the interests of efficiency first with fairness the efficient coordination mechanism as well as the legitimate rights and interests safeguard mechanism center cohesive mechanism of interests,And from speed up the legislation of unified high level in the field of anti-poverty work,perfecting the mechanism of poverty alleviation funds as a whole,build multivariate sustainable poverty alleviation mechanism and improve the cohesion standard dynamic adjustment mechanism and other supporting cohesion system mechanism reform to perfect the system,so as to help achieve goals in 2020 to build a well-off society in an all-round way.
