当代中国公民政治参与70年回顾:发展历程、逻辑与动力

摘要
有关当代中国公民政治参与的发展状况,专注于特定时点或短时段的静态分析往往导致不同学者之间的看法分歧,而对其发展演变脉络的跨时段动态分析,则将我们引向一个更可能达成共识的结论:当代中国公民政治参与处于持续发展进步的过程中。回首过去,70年间出现了三波主要的政治参与浪潮。新中国成立后,动员型政治参与的高涨使普通公民以前所未有的广度涉入政治生活;改革开放后,自主性政治参与涌现,公民政治参与面临参与动机、方式及参与者与政府关系等多重转型;世纪之交以来,政府主导型政治参与兴起,公民与政府、社会与国家之间呈现更加良性的互动。三波政治参与浪潮的顺序发生,彰显了当代中国公民政治参与从无到有、从形式到实质、从浅表到深入的发展历程。国家社会关系的变迁构成当代中国公民政治参与发展的深层逻辑,而执政党对建设社会主义事业、革新社会治理与发展社会主义民主的不懈追求与努力探索则是决定国家社会关系格局并进而推动公民政治参与发展的直接动力。展望未来,中国公民政治参与必将继续向纵深发展,而其未来发展步伐无疑仍将取决于执政党的努力作为。
Looking backward into the development process of political participation in contemporary China, 3 waves of political par-ticipation have appeared in the past 70 years.After the establishment of the new China, a wave of mobilized participation involved almost all the Chinese people into politics and social public life; since the reform and opening-up, a wave of autonomous participation came into being and the political participation of Chinese citizens witnessed changes in the motivation and pattern of participation as well as the relationship between participants and the government; since the turn of century, a wave of government-dominated participation, such as democratic deliberation and participatory budgeting, has been molding a new pattern of interaction between the citizenry and the govern-ment, and between the society and the state.The appearance of these three waves in succession has disclosed the incremental progress of political participation in contemporary China from zero to one, from form to substance, and from surface to depth.Analyzing the evolution logic of political participation in contemporary China, we can find that the state-society relationship decides the overall characteristics of political participation in each stage, and it is the ruling party's unswervingly pursuing to and energetically exploring in the building of socialist undertaking, the updating of social governance and the development of socialist democracy that directly drives the progress of political participation.Looking into the future, the political participation of Chinese citizens will necessarily march forward into depth,and the paces and periodical characteristics of its future development will still depend on the hard working of the ruling party.
