摘要

中央财政科技计划科技报告管理是国家科技报告制度建设的重要组成部分,涉及面广,涉及复杂庞大的机构、人员、权利义务关系和知识产权保护等问题。为了设计并建立起有效的科技报告管理机制,有必要厘清科技报告各主体的职责,建立权责明确的科技报告管理机构,将科技报告管理工作纳入项目管理整个流程,构建多层级的科技报告质量控制机制和科技报告共享服务机制。
        The management of scientific and technological reports of the central financial science and technology program is an important part of the construction of national science and technology reports system.It involves a wide range of issues concerning complex and large institutions,personnel,rights and obligations,and intellectual property protection.In order to design and establish effective scientific and technological reports management mechanism,it is necessary to clarify the responsibilities of all stakeholders concerning the scientific and technological reports,establish a scientific and technological report management organization with clear rights and responsibilities,incorporate the management of scientific and technological reports into the whole process of project management,and build a multi-level quality control mechanism.
