农村社会保障发挥了收入再分配效应吗——来自CHIP数据的经验分析

摘要
本文扩展了UL模型,运用2013年中国家庭收入调查(CHIP)数据,测度农村社会保障的收入再分配效应并对其进行分解,进而构建计量模型实证检验农村社会保障收入再分配效应的影响因素。研究结果表明,样本范围内全国及各省份农村社会保障均发挥了收入再分配效应,中西部地区农村社会保障的收入再分配效应比东部地区更大;分解后纵向效应和横向效应改善了农村收入不平等,而再排序效应扩大了农村收入差距。进一步,实证研究发现土地、金融资产、地区农民纯收入、地区家庭年龄、少数民族比例等五大因素显著影响了农村社会保障的收入再分配效应;分位数回归结果中,五大因素对农村社会保障收入再分配效应的影响系数和显著性水平存在异质性。
This paper extends UL model, measures and decomposes the income redistribution effect of rural social security by using the data of China Household Income Project Survey(CHIP) in 2013, and then constructs an econometric model to empirically test the influencing factors of the income redistribution effect of rural social security. The results show that the rural social security of the whole country and provinces has played a role in income redistribution effect in the sample range. The income redistribution effect of rural social security in the central and western regions is greater than that in the eastern regions. The vertical and horizontal effects after decomposition improve the rural income inequality, while the reordering effect enlarges the rural income gap. Further, the empirical study finds that land, financial assets, net income of farmers, family age and ethnic minority proportion significantly affect the income redistribution effect of rural social security. Among the results of different quantile regression, the five factors have heterogeneity in influencing coefficient and significant level of income redistribution effect of rural social security.
