摘要
运用数据包络分析(DEA)的BCC和CCR模型,选取农业用水、工业用水、城镇公共及生活用水、生态用水、固定资产投资、从业人数为投入指标,地区生产总值为产出指标,评价分析广东省21个市2012、2013年水资源利用效率及节水潜力。结果表明:2012年DEA有效的市有6个,农业节水量占76.13%,工业节水量占16.24%;2013年DEA有效的市有4个,农业节水量占83.92%,工业节水量占5.7%;全省仍需进一步提高资源配置效率、加强管理和增加技术投入。节水潜力方面,农业节水潜力较大,在保障粮食安全的前提下可减少农业用水量;工业节水潜力较小,提高工业用水重复率是当前工业节水的主要方向。
        Using BCC and CCR model of data envelopment analysis( DEA), the analysis has been conducted on the efficiency of water use and the potential of water- saving in 21 cities of Guangdong Province between 2012 and 2013 by selecting the agricultural water,industrial water, urban public and residential water, ecological water, fixed asset investment and labor employment as the input indices and the GDP as the output index. The results show that there are six cities which are effective on DEA in 2012, and the water- saving quantity of agriculture accounts for 76. 13%, water- saving amount of industry accounts for 16. 24%; there are six cities which are effective on DEA in 2013, water- saving quantity of agriculture accounts for 83. 92%, water- saving amount of industry accounts for5. 7%; water resource using efficiency of Guangdong is not high, measures such as improving the allocation efficiency of resources,strengthening management and increasing technology investment are needed. In terms of the water- saving potential, the higher potential lies in agriculture and the industry is on the contrary. Agricultural water can be less if the food security is guaranteed, and the main direction of industrial water- saving is to improve industrial water repetition rate.
