摘要

目前我国正处于城镇化快速发展阶段,若延续过去粗放式的城市空间发展策略,将带来环境恶化等诸多风险。因此,如何建立科学严谨又易于操作的生态绩效评价指标体系,通过生态绩效评价指导未来生态城市建设是现阶段城乡规划学者的研究重点。本文结合国内外对于生态绩效评价的研究经验,比较目前生态城市建设相关评价指标体系,探讨其优缺点;以哈尔滨为研究对象,从投入产出的角度出发结合社会、经济与自然三方面,将对生态环境的不利因素作为非期望产出纳入指标体系中,结合德尔菲法与变异系数法进行指标遴选,最终建立哈尔滨城市生态绩效评价指标体系,以期为我国城市生态绩效评价指标体系的构建提供一种新思路,并为我国城市生态化转型建设提供理论参考。
Nowadays our country is in the period of rapid development of urbanization.If China continues using the urban space development strategy as the past,it will bring the environmental degradation and other risks.It has become the focus about how to build a scientific and practical ecological performance evaluation index system,as well as how to use the ecological performance evaluation index system to conduct the building of cities.This study discussed the advantages and disadvantages of the evaluation index system about ecology city construction based on the foreign and domestic experience.As Harbin a case study,this study considered the unfavorable factors of ecological environment into the expected output index system and combined society with economy and nature from the perspective of input and output.Finally,the ecological performance evaluation index system of Harbin is built by the delphi method and variation coefficient method in order to provide a new idea of building ecological performance evaluation index system and offer a theoretical reference for city ecological transformation.
