摘要
太浦河是流域重要饮用水水源地和调水保护区,同时具有泄洪、排涝、供水、航运等多种功能。因受支流污水汇入及两岸污染源排放影响,水质沿程下降,难以稳定满足要求,加强太浦河水资源保护迫在眉睫。本文分析了太浦河水资源保护中存在的问题及原因,并试图找出解决之道,在论述通过水利工程调度改善水环境的局限后,提出了两岸区域污染削减,航运、养殖治理,岸线整治等治本之策,最后阐述了太浦河建立水资源保护协商机制的重要性。
Taipu River is a most important drinking water source and water diversion protection zone withinTaihu Lake Basin,functioning diversely as flood discharge alleyway,waterlogging drainage ditch,water source and shipping channel.With polluted water imported from branches and pollution discharged from point sources along the mainstream,a decline of water quality is observed from upstream to downstream,failing to meet water quality requirements constantly.Strengthening water resources conservation work in Taipu River is at urgent.The paper analyzed problems as well their causes existing in present conservation work,and attempted to put forward solutions.Limitation of adopting water conservation projects scheduling to improve water environment was discussed and more fundamental measures were proposed including riverbank pollution reduction,freight volume control,breeding industry management and riparian zones governance.The paper concluded with talking about significance of establishing water resources conservation consultation mechanism.
