摘要

"十二五"期间,海口全市地区生产总值年均增长为9.6%,海口经济飞速发展的背后伴随着的是人口增长、污染物排放量增加、环境被严重破坏、水环境污染问题日渐凸显,成为制约海口城市建设的软肋,亟待破解。本文将结合海口市龙昆沟、东西湖等11个水体水环境综合治理工程PPP项目对城市黑臭水体的成因、治理过程中主要问题以及治理思路进行阐述。
During the " 12 th five-year plan" period,Haikou's GDP increase at an annual rate of 9.6%,Haikou's economy has rapidly developed,which associated with the city's population growth and pollutant emissions increase,the environment has been severely damaged,specially the water environment pollution problem constraints the city's construction.This article will combine the water environment comprehensive treatment engineering of the PPP projects of urban black odorous water in Haikou to expound the raison of urban black odorous water,the main problems and thought of governance.
