摘要
随着我国经济实力的不断增长,国际地位的不断提高,承办大型赛事、会议、庆典活动越来越多,规格越来越高。同时,也是国内外敌对势力、社会不稳定因素、非法宗教团体和邪教组织蓄意破坏,制造恐怖事端的高峰期。特别是化学原料易获取,化学战剂、有毒有害物质易合成,已成为恐怖分子实施大规模杀伤破坏的重要手段,具有事发突然、施放隐蔽、处置困难、危害面广等特点。化学恐怖袭击事件救援行动准备时间有限,具有极短的时效性、极端的复杂性、极强的技术性、极度的高危性。因此,对于化生放核爆恐怖活动,尤其是化学恐怖活动的有效防范和处置,已成为维护国家安全和社会稳定的突出问题。本文结合军地各类应急力量参与奥运(全运)会安保反化学恐怖行动、处置化学突发事件等多样化任务实践,对其行动特点、能力需求、指挥协同、行动方式,以及需要关注和把握的问题等方面进行了初步探讨。
With the continuous growth of China's economic strength,the international status of the continuous improvement,the host of large-scale events,meetings,celebrations more and more,more and more specifications.At the same time,is also the domestic and foreign hostile forces,social instability factors,illegal religious groups,cult organizations,sabotage,the peak of the manufacture of terrorist incidents.Especially chemical easy access to raw materials,chemical warface agents,toxic and harmful substances easily synthesized has become tettorists implementation failure of an important means of mass destruction,has happened suddenly,cast covert,handing difficulties,harm a wide range of characteristics.Chemical terrorist attack rescue operations preparation time is limited,with a very short time,the extreme complexity,strong technical,extremely high-risk sexual.Therefore,for the effective prevention and treatment of CBRNE terrorist activies,especially chemical terrorist activies,has become a prominent issue of maintaining national security and social stability.Combining forces and all kinds of local emergency forces to participate in the Olympic security work,the disposal of the emergencies and other paractical experience,characteristics of the action,demand ability,command and coordination,mode of action,as well as the need to attention and grasp the problem has carried on the preliminary discussion.
