摘要

美国国家安全委员会和俄罗斯联邦安全会议分别是美俄两国在国家安全领域的最高级决策和咨询机构,这两个机构在职责定位、人员组成、机构设置、运作机制等方面具有不同的特点。美国国家安全委员会主要由白宫战情室和国家军事指挥系统提供信息和指挥保障,俄罗斯联邦安全会议主要由俄罗斯联邦国家防务指挥中心提供信息和指挥保障。美俄两国在国家安全指挥体系和运行机制上的经验给我国国家安全委员会的制度建设提供了重要借鉴。
The National Security Council(NSC) and the Security Council of the Russia Federation(SCRF) are the highest advisory and decision-making institutions of USA and Russia in the field of national security, respectively. The NSC and the SCRF have different characteristics in responsibility, staffing, organizational structure and operating mechanism. The White House Situation Room and the National Military Command System provide primary information and commanding support to the NSC. While the National Defense Command Center of Russia Federation provides main information and commanding support to the SCRF. The command system and operating mechanism of national security of USA and Russia offer valuable reference to the development of Chinese National Security Council.
