摘要

吐鲁番市水资源总量少,人均不足2000立方米,属资源性、结构性和工程性缺水并存地区;用水效率较底,农业用水占比大,地下水超采严重。同时,吐鲁番市地缘和矿产资源优势十分明显,发展潜力巨大。因此,需通过实施最严格的水资源管理制度、建设节水型社会,实施退地减水,加强地下水资源管理,加大水利基础设施建设等措施,确保水资源可持续开发利用。
Turpan City,the total amount of water resources,per capita less than 2000 cubic meters,is a resource,structural and engineering coexisting areas;water efficiency than the end of agricultural water accounted for a large proportion of groundwater overweight serious.At the same time,Turpan city geography and mineral resources advantage is very obvious,great development potential.Therefore,it is necessary to ensure the sustainable development and utilization of water resources through the implementation of the most stringent water resources management system,the construction of water-saving society,the implementation of waste water reduction,strengthening of groundwater resources management,increase water conservancy infrastructure construction and other measures to ensure sustainable development and utilization of water resources.
