摘要

近几年来,随着社会经济的不断发展,电梯运行安全问题已经显得尤为突出,它关系着人民生命财产安全,关系着百姓安居乐业。部分电梯运行存在的问题,影响了社会安定与发展。积极探索有效的电梯运行安全的新办法,已成为政府提高监管水平的一项重要内容,同时也是政府监管部门迫切需要解决的重要问题。电梯运行安全研究涉及许多理论和现实问题。以网络化治理理论为主要理论依据,本文运用制度分析的方法对产生问题的原因进行了解剖,同时借鉴了国内外一些好的经验做法,在建立相对可行的电梯运行安全模式的基础上,从搭建治理网络、畅通连接纽带、构建责任机制、提升治理能力等几个方面提出了对策和建议,为政府破解电梯运行安全问题提供了新视角。在研究中,本文始终把握这样一个基本原则:有效地吸收西方管理学有关理论及其基本假设研究成果,结合我国国情,解放思想,实事求是,与时俱进,尽量使研究成果更贴近于工作实际,具有可操作性和实际指导意义,为政府决策提供有益的参考。
blem of elevator operation has become particularly prominent.It is related to the safety of people's lives and property.The problems of the elevator operation affect the social stability and development.It has become an important content for the government to improve supervision level.It is also an urgent problem to be solved. The research on elevator safety supervision involves many theoretical and practical problems.With the network governance theory as the main theoretical basis.During the process of research, this paper applies institutional analysis method to dissect the causes of problems.Meanwhile, by drawing the good lessons from domestic and foreign experience and practice, based on a relatively feasible elevator safety supervision mode, from the aspects of building the governance network, smoothing the link and construct the responsibility mechanism, enhancing the governance capacity etc., the paper puts forward countermeasures and suggestions, the paper put forward the suggestion and provides a new perspective view for the government to break the problem of the elevator safety supervision.In the research, this paper has always followed the basic principles: effectively absorbing Western management theories and basic assumptions of research results; combining with China's national conditions(emancipating the mind, seeking truth from facts, keep pace with the times); trying to make the research results more close to the actual work; making the maneuverability and practical significance; providing a useful reference for the government decision making.
