摘要

为准确掌握昌宁县草原资源与生态保护状况及草原畜牧业养殖现状,促进草原保护建设与合理利用,按照财政部、农业部的要求,进一步提高对草原补奖政策重要性的认识,按照保护生态、绿色发展,公开透明、补奖到户,政府主导、牧民主体,因地制宜、稳步实施,尊重群众、体现民意,夯实基础,改变方式的基本原则,进一步发挥政策效益,确保新一轮草原生态保护补奖政策实施,结合昌宁实际,提出草原生态保护建设和草原畜牧业持续发展对策措施,为科学保护、合理利用草原资源,促进昌宁草食畜牧业发展提供技术支撑。
To accurately grasp the Changning County grassland resources and ecology protection and the status quo of grassland animal husbandry cultivation condition, promote the construction of grassland protection and rational utilization, according to the requirements of the ministry of finance, the ministry of agriculture, further improve the recognition of the importance of grassland for award policy, according to protect the ecological and green development, open and transparent, prize to the door, the government leading, herdsmen, adjust measures to local conditions, steady implementation, respect for the masses, reflect public opinion, solid foundation, the basic principles of change way, further play policy benefit, to ensure that a new round of grassland ecological protection award policy implementation, combining the reality of chang ning, proposed the construction of grassland ecological protection and grassland animal husbandry sustainable development countermeasures, for scientific protection and reasonable utilization of grassland resources, promote chang ning plant-eating animal husbandry development to provide technical support.
