3G OCS研究与实现

摘要
OCS,Online Charging System,在线/实时计费系统,是由3GPP在TS 32.296中提出的具有开放性和通用性的实时计费系统通用参考框架,支持基于承载、会话和内容事件的统一计费。这一框架将设备的话务控制与计费功能相分离,并建立了计费体制与会话/服务控制的直接交互,从而使计费能够完全参与到服务的使用过程中。在这样的体系下,既可以提供对多网络、全业务的融合计费,又可以利用实时计费、实时控制的特性,将运营商的欠费成本降到最低,减少收入的流失。因此OCS对运营商解决现有计费解决方案存在的问题,应对3G时代的计费系统的建设具有重要的意义。
     本文将首先讨论OCS框架,包括它的逻辑功能划分及接口;在此基础上讨论OCS的关键技术,包括涉及的接口协议(Diameter,Diameter CC),及OCS所支持的信控模型的介绍。基于以上的讨论,本文将提出一套同时支持IMS、MMS、电路域、分组域几种典型业务在线计费的OCS实现方案,包括系统的总体架构设计、系统建模、系统数据模型设计,最后给出系统的关键模块实现策略。
OCS ,Online Charging System, Online or Realtime charging system, is an open and ubiquitous reference architecture for online charging, and it is advanced by 3GPP in the TS 32.296. It can provide online charging for bearer、event and session. Through the separation of the service control and charging function it can estalishe a direct interaction between the charging mechanism and the session/service control function, so the charging function can completely control the service usage process. In this architecture, it can provide not only the convergence charging ability for multiple networks and services , but also the online/realtime ability to minimize the cost of customers debiting risk ,eventually to decrease the loss of network operators' revenue. So, it is significant for the construction of the operators' charging system in the coming 3G era.
     This paper will firstly discuss the 3GPP OCS architecture, including its logical functionalities and interfaces between them. Then it will discuss the key technologies concerned by OCS,which include the protocols and the credit control models. For the remainder of the paper, we will advance a implementation system of OCS, which supports the online charging of several typical services of the IMS、MMS、CS and PS domain, including its system design and implementation strategy.
