医疗保险管理信息系统

摘要
随着我国医疗制度改革的进行,社会保险机构的业务量将大大增加,传统的手工管理方式已无法适应新的业务需要。为了保证医疗保险制度的顺利实施,实现对医保业务高效、准确、快速的管理,提高医保业务管理的现代化水平,有必要将管理信息系统引入到医疗保险的管理中,建立起医疗保险管理信息系统。
     本文主要介绍了一个医疗保险管理信息系统的开发过程。该系统是作者根据我国医疗保险政策以及医疗保险的实际情况,开发的一个适合我国医保制度的通用医疗保险信息系统。文中首先分析了管理信息系统的体系结构和开发方法,然后分阶段地介绍了具体的开发过程。该系统的开发严格遵守软件工程的要求,文档规范完善,在开发过程中坚持实用性和科学性相结合的原则。系统采用快速原型法进行开发,首先通过对医保政策、医保业务要素、医保业务流程和数据流程的分析,建立了系统的逻辑模型;接着针对该模型进行系统设计,包括了对系统的网络平台、开发工具、数据库、编码、软件模块、系统安全及用户界面等方面的设计:然后在设计的基础上实现了系统原型;通过对原型的评价和改进,使原型最终成为实际产品。在系统的实现过程中,利用了面向对象的技术,通过对类库的继承,加快了开发的速度,提高了软件的可靠性,同时通过使用触发器和存储过程等技术,提高了系统的适应性和安全性。
In pace with the reform of our country medical service system, insurance business is booming, which requires a new approach to replacing the traditional way of manually handling business. In order to ensure the smooth implement of the updated medical insurance system which is effective, accurate and speedy, it is essential to introduce an information management system into the medical insurance management system.
    
     This thesis presents how a universal medical insurance MIS feasible in China is developed in accordance with the relevant policies and practical situations of our country. The structure and developing method of the NIIS are analyzed, followed by the introduction of the development process in stages. The system development abides strictly by the requirements of software engineering, with all the files standard and complete. During the process of the development, we took into consideration practicability as well as scientific principles. The system is developed under a quick prototype method. First, the logic module of the system is established through the analysis of the policies concerning medical insurance, key business elements, the business flow process and the information flow. Secondly, in light of the module, the system is setup including the design of the system network platform, developing tools, database, system code, software modules, system security, user interface and so on.     totype of the system is implemented on the basis of the design. And the prototype becomes a product after its evaluation and improvement. In realizing the system, the reliability of the software is improved by way of employing object-oriented technology and inheritance of object library, thus speeding up the development; and meanwhile, the system adaptability and security are enhanced by adopting such techniques as triggers, stored processes and others.
