摘要
网络是一场革命，引起了图书馆信息咨询根本性的变化，发展网络信息咨询已是图书馆不可阻挡的历史潮流。
本文分六个部分详尽地论述了图书馆网络信息咨询中的基本理论问题和实践问题。第一部分描述了图书馆开展信息咨询面临的网络环境，通过对计算机网络、因特网、信息高速公路、数字地球、图书馆计算机网络和网络图书馆的叙述，向人们展示了一张覆盖天下、网络全球的天罗地网。第二部分简单地回顾了图书馆网络信息咨询产生和发展的基本历程，总结了图书馆网络信息咨询未来发展趋势，即数字化、网络化、智能化、分散化、远程化、虚拟化、集成化、信息化、商品化、市场化、产业化、个人化、社会化、联合化等。第三部分客观地分析了图书馆信息咨询面临的挑战（新技术与新观念的挑战、市场竞争的挑战、用户需求的挑战、咨询人员面临的挑战和传统信息咨询变化的挑战）及图书馆开展网络信息咨询的有利条件（信息资源优势、信息技术优势、信息人才优势和信息市场优势）。第四部分分析了图书馆网络信息咨询中存在的几个基本理论问题：图书馆网络信息咨询及其相关概念（网络环境下的信息咨询、网络信息咨询、电子信息咨询、远程咨询、计算机咨询、虚拟咨询、联机（在线）咨询、数字化咨询和计算机专家咨询系统）；图书馆网络信息咨询与网络信息检索的关系；图书馆网络信息咨询与网络信息服务的关系；并详细比较了网络信息咨询与传统信息咨询在咨询信息源、咨询服务手段、咨询服务方式、咨询服务内容、咨询服务对象、咨询服务人员、咨询服务观念等方面的区别。第五部分展开论述了图书馆网络信息咨询的要素（网络咨询信息源、网络咨询人员、网络咨询用户、网络咨询技术设备和网络咨询市场，即用户信息咨询需求五大基本要素）；网络信息咨询的特点（分散化、远程化、虚拟化、多样化、社会化和个性化）；网络信息咨询的内容（网上信息咨询服务、网上用户教育、网络检索服务、文献传递、网络信息资源导航服务、定题服务和跟踪服务、网上查新咨询服务、镜像数据库服务、编制数据库、网络检索工具介绍和评估、开发网上信息资源和网上合作咨询服务等）；网络信息咨询的方法（网络信息检索方法、网络信息分析方法、网络信息分类组织方法和网络信息筛选方法等一系列方法）。第六部分针对图书馆网络信息咨询中存在的问题，提出了相应措施。第七部分根据上述分析设想了图书馆实现网络信息咨询的九种模式：传统参考咨询和网络信息咨询兼顾模式、图书馆网络合作信息咨询模式、网络信息专家咨询系统模式、电子邮件信息咨询模式、Homepage（图书馆信息咨询网页）模式、联机（在线）信息咨询模式、远程视频会议信息咨询模式、虚拟实在信息咨询模式和虚拟信息咨询台模式。
Network is a revolution, it brings thorough change to library information reference, Developing network information reference is an irresistible history trend in library.
This paper is divided into seven parts which respectively discusses some basic theory problems and practice problems in detail. In first part, the article mainly describes the network circumstance that library faces with in developing information reference. Through introducing computer network, internet, information highway, digital globe, library computer network and networked library, a network that covers all over the world appears before us. In second part, we simply review the essential emerging and developing process of library network reference, conclude the future developing trend of library network reference, that is, digitalization, networked, intelligent, scattered, virtualization, remote, integration, informational, marketable, personalization, socialization and cooperation. In the third part, we objectively analyze the challenge that the library information reference confronts with (the challenge of new technology and concept, the challenge of users' demand, the challenge to reference workers and the challenge of change in traditional information reference), and the advantages that library have in developing network information reference (the advantage in information resource, technology, personnel and market). In fourth part, we analyze a few basic theory problems existing in library network information reference: The first problem is the concept of library network information reference and its related definitions (information reference under network circumstance,network information reference, electronics information reference, remote reference, computer reference, virtual reference, on-line reference, digital reference and computer expert consult system); The second problem is the relationship between library network information reference and network information retrieval; The third problem is the relationship between library network information reference and network information service; The fourth problem is the difference between network information reference and traditional information reference, network information reference differs traditional information reference in reference information resource, reference service measures, reference service mode, reference service object, reference service worker, reference service concept, and so on. In fifth part, the paper discusses the element of library network information reference (five fundamental elements, namely, network reference information resource, network reference worker, network reference user, network reference technology equipment and network reference market, or users' information demand); and the characters of library network information reference (scattered, remote, virtual, diverse, social and characteristic); and the content of network information reference (on-line information reference service, on-line user education, network retrieval service, document delivery, network information resource guiding service, selective dissemination of information and following service, on-line new information reference service, database baking service, database compilation, network search tools introducing and evaluating, network information exploiting, and network cooperation reference service); and the methods of network information reference (network information retrieval measures, network information analysis means, the ways of classifying and organizing network information, and the methods of network information sifting). In sixth part, according to the problems that consist in library network information reference, some relevant steps are given out.
