景电灌区农田防护林综合效益评价

摘要
景电灌区农田防护林体系建设对改善当地的农业生态条件,保障人们生活的正常进行起到了重要的作用,其产生的多种效益十分显著。对防护林体系综合效益进行客观全面的评价,分析其产生效益的机理,将有助于促进区域农田防护林体系的建设和发展。本文运用经济学、生态学、造林学等原理和方法,对景电灌区农田防护林体系综合效益进行评价分析,结果如下:
     1.根据林分样地调查数据,建立景电灌区农田防护林现实林分生长量预估模型,计算得到林分生长过程表和各龄级平均货币收入表,研究得到该区农田防护林林分轮伐期为18年。由各龄级平均货币收入表和所确定的轮伐期计算得出景电灌区农田防护林体系年平均木材生产效益为19071068.7元。并应用相关计量法,计算得出农田防护林体系的年林副产品效益为4027647.4元,年经济林果品效益为4966950元。以上三项合计,得到景电灌区农田防护林林分年平均经济效益为28065666.1元。
     2.农业增产效益是防护林生态效益的重要组成部分。本文采用数量化理论方法,研究分析森林覆被率、降水量、受灾百分率、作物品种改良、化肥施用量、农药试用量等6项因子对农业产量的影响,得到景电灌区农田防护林体系的年平均农业增产效益为17948564.8元。景电灌区农田防护林体系的其它生态效益分别为:提高土壤肥力效益9585064.8元,制氧效益24351016.3元。几项合计,得到景电灌区农田防护林年平均生态效益为51884645.9元。
     3.景电灌区农田防护林综合效益经济计量研究表明:灌区农田防护林年综合效益为88370011.8元,其中,经济效益28065666.1元,生态效益51884645.9元,社会效益8419699.8元。
     4.采用灰色关联度分析方法,对景电灌区农田防护林体系的区域生态效益进行研究,结果表明:区域气候指标年均气温、年最高气温、年最低气温、年降水量、年均风速、无霜期等因素与区域森林覆被率的关联度分别为0.5781、0.5691、0.6095、0.5671、0.5739、0.5647、0.568。这说明景电灌区在目前的防护林体系建设规模下,农田防护林体系建设对区域气候的影响并不显著。
     5.综合分析认为,制约景电灌区农田防护林体系综合效益的因素主要有:农田防护林面积较小、林种比例和树种结构不合理、病虫害发生严重、经营管理粗放、建设资金投入不足、农田防护林建设与其他各业建设之间存在一定矛盾等六个方面。针对景电灌区农田防护林体系建设现状和效益现状,提出了加快农田防护林体系建设步伐、调整林种比例和树种结构、发展节水灌溉体系、加强对农田防护林的管护、加强法制建设、加大资金投入等发展对策。
The farmland protection forest in Jingtai electric-irrigated area plays an important role in improving the ecological condition for farming and ensuring the normality of the people's life in that place. An objective and complete evaluation of the multiple benefits of farmland protection forest and analysis of the producing mechanism of these benefits are very useful for the construction and development of farmland protection forest. In this thesis the multiple benefits of the farmland protection forest in Jingtai electric-irrigated area are evaluated by using the principles and methods of economy, ecology and silvics. The main results are showed as following:
    1 According to the data investigated in stand sample plot, the prediction model of real stand growth of farmland protection forest in Jingtai electric-irrigated area was established. Then according to the prediction model of real stand growth, the growth process table and the mean money income table of all age classes were obtained and the cutting cycle was defined as 18 year. The value on timber benefit was calculated as 19071068.7 Yuan/a according to the mean money income table of all age class and cutting cycle. Other economic benefits included forestry by-product benefit and fruits benefit of production forest. The value on these benefits are 4027647.4 Yuan/a, 4966950 Yuan/a respectively. The total value on the economic benefits of farmland protection forest in this area is 28065666.1 Yuan/a obtained by adding up the values on the three benefits.
    2 Agricultural production increased benefit is the most important part of ecological benefits of farmland protection forest in Jingtai electric-irrigated area. The theory of quantification was adopted in the thesis to analyze the influence degree of the factors, including percentage of forest cover, precipitation, damage ratio, improving of crop varieties, fertilizer quantity, farm chemical quantity and agricultural production. The agricultural production increased benefit of farmland protection forest was obtained according to analyzed result. The value on agricultural production increased benefit is 17948564.8 Yuan/a. Other ecological benefits were adding soil fertilizer benefit, oxygen production benefit. The values on these benefits are 9585064.8 Yuan/a, 24351016.3 Yuan/a. The total value on the ecological benefits is 51884645.9 Yuan/a.
    3 The economic measure results show that the total value on multiple benefits of
    
    
    
    farmland protection forest in Jingtai electric-irrigated area is 94675404.8 Yuan/a, in which the value on economic benefits is 28065666.1 Yuan/a, the value on ecological benefits is 58190038.9 Yuan/a, the value on social benefits is 8419699.8 Yuan/a.
    4 Regional ecological benefit of the farmland protection forest in Jingtai electric-irrigated area was studied, adopting the method of gray associate analysis. The gray associate degrees between forest cover percentage and climatic phenomenon factors of region climate including annual average air temperature, annual maxim air temperature, annual minimum air temperature, annual precipitation, annual average wind velocity and freeze-free season are 0.5781, 0.5691, 0.6095, 0.5671, 0.5739, 0.5647, 0.5680 respectively. The results showed that the effects of construction of farmland protection forest in Jingtai electric-irrigated area to the region climate of this area are not significant under the current size of farmland protection forest system.
    5 Results of compound analysis indicated that the main factors restricting the multiple benefits of farmland protection forest in Jingtai electric-irrigated area include five aspects as follows: the area of farmland protection forest is small; The forest types ratio and tree species structure were not in reason; Pest and disease are serious; The management is too extensive; The construction fund is of shortage; There are some conflicts between the construction of farmland protection forest and the construction of other aspects.
