义务教育阶段教育资源配置制度与教育机会均等——以武汉市东西湖区中小学为个案的研究

摘要

公平的思想应用在教育上就是教育公平，其实质是指教育机会的公平分配，也就是教育机会均等。我国现阶段首先要解决“起点均等”的问题，就学机会及学校条件等起点阶段的问题，所触及到的是教育制度的性质问题。义务教育是一种依照法律规定，由国家、社会、学校和家庭必须予以保障的国民教育。我国的九年制义务教育，是全民的教育，公平是义务教育的一个首要特征。教育资源是教育过程所占用、使用和消耗的资源，是人力资源、物力资源和财力资源的总和；教育资源的配置是指教育中的各种资源，包括人力、物力、财力在不同的地区、学校之间的分配。教育资源配置的公平是教育公平的第一要素，分析在“起点”阶段的教育制度是否公平，应该将教育资源配置制度作为“切入点”。
     东西湖区位于武汉市西部，是特大城市近郊最大的农场群，伴随着经济的迅速发展，区内城乡互动增加，但是没有达到一体化的程度；城乡二元结构依然存在，城乡居民收入差距拉大；新城区建设的突飞猛进，原有的产业结构大规模的调整，城市居民贫富悬殊加剧。随着城市化进程的加快，东西湖区政府及教育主管部门对原有的教育资源进行重新配置，以适应经济发展的需要，教育机会均等的问题在此过程也相应引起社会的广泛关注。该地区的教育发展情况，反映了我国中部农村小城镇城市化过程中教育领域存在的问题，选择东西湖区的中小学为个案研究，具有一定的典型性。
     本研究在掌握了大量的文献资料的同时，对四所中小学进行了深入的调查研究，获得了翔实的第一手资料。通过精选、提炼材料，本文主要拟四个层次进行探索：第一个层次对东西湖区义务教育的资源配置情
    
    况进行总体描述;第二层次对情况进行分析，指出它是一种事实上的教
    育机会不均等，并进一步分析实施公平教育的必要性;第三个层次分析
    教育机会不均等现象产生的原因;第四个层次提出保障实施机会均等的
    义务教育的制度措施。
     本文希望为东西湖区的教育管理工作提出政策性的建议，为教育行
    政管理人员、学校工作者提出符合教育规律的理性的工作思路。为国家
    在普及义务教育过程中，推进地区间的均衡发展提供一般性意见。
The equal opportunity of education is the fair idea using in educatin, which is the distribution of education opportunity actually .What must be resolved in our nation now is the equal beginning of education,including the equal right of entering and schooling.The compulsory education is national education guaranteed by nation, society and family.Nine-aged compulsory education in our nation is a kind of fair education.The educaton recources are human recources,material recources and financial recources consuming in education .The disposition of education resources is the contribution of human,material and financial resources among the schools,which is the most important factor in equal education.So the rules of disposingeducation are the keys as analysing the fair system of education
    Dong Xi Hu community lies in the west of Wu Han city,which is the biggest farm in Wu Han city.With the fast developing of economic,the mutual exchanging in town and country is decreasing,but not forming a whole system.In new town,with the regulation of industrial structure,the gap between the richer and the poor is becoming more and more obvious.Dong Xi Hu govement and the education officers decided to regulate the previouse education recources to meet the need of economic.The matter of

    The writer of this paper had made a social investigation on tow primary schools and tow middle schools before gasping a lot of documents.By this way ,this paper is composed by four parts.The first is the discribing on the distribution of education recources in Dong Xi Hu;the secong part points out the crux of matter and the fouth propose a serial of rules ensuring the implement on equally of education opportunity.
    This paper will give officers a suggestion on education management in Dong Xi Hu ,and give a rational train of thought to administer of schools,and give our nation a common suggustion for developping education equally during making compulsory education universal.
