摘要

本文从确定土地定级因素因子入手，建立数学模型，进行空间要素采集，在此基础上，应用凯立德软件，进行单元值计算和定级区划分，并结合阜新市的实际进行调整，从而确定该市综合定级及商住工用地的分类定级。
     该研究与应用严格按照《城镇土地定级规程》的规定，以计算机处理、制图为核心，实现城镇土地定级相关数据图形的输入、存储与管理，自动计算出因素因子的作用分值，自动进行级别划分。
     成果表明，该研究符合阜新市的实际，对基准地价建立、土地税费征收、地价评估以及地价监测体系的建立具有现实意义。
In this paper, I decide a factor about land grade, and then construct a math model, when collect many spatial information, based on these data, we can apply KAIDE software in calculating unit value and grading land. We test it with FUXIN data and decide a number of classes of land grade, such as commerce land and so on.
    Paper comply the rule- <, compuer processing and cartography is key point.At last, come true the graphic data input, save, manage, auto reckon factor and identify the land grade.
    Result showing the method of this paper suit for FUXIN and showing important meaning for basic land-value constructing ,collection of land tax, evaluation of land-value and monitoring land-value system.
