广州市林业信息工程构架研究

摘要
随着全国乃至全球的信息化建设的步步推进,林业行业的信息化建设也必须随着时代的脚步前进。3S技术等高新技术的不断成熟和发展使林业实施信息化建设成为可能,2003年广州市计划在全市林业行业进行信息工程建设,委托中南林学院进行林业信息工程建设的构架研究。本文就是在此背景下完成的。
     本文在详细调查广州市林业信息化的现状以及各部门的需求的基础上,主要完成了下列工作:
     (1)全面分析了广州市林业信息工程建设的现状,提出了广州市林业信息工程建设的原则和目标体系,描绘出广州市在未来的三年、五年内林业信息工程前景;
     (2)按照林业行业及林业部门的特点,遵循模块化的基本思路,将广州市林业信息工程建设的业务体系进行纵向划分,提出建立一个基于3S技术、VR(虚拟仿真)、网络通讯技术的林业信息工程的构架;
     (3)搭建了一个集森林资源管理信息系统、森林防火、林政管理、森林病虫害监测、绿化管理、生态公益林管理、野生动植物管理系统、林业电子政务、林业信息访问门户九大模块于一体的林业信息工程统一平台;
     (4)对每个模块内部逻辑做了较为系统的研究,对每个模块进行了贴合实际的功能划分,并提出了每个模块的技术设计方案。
     (5)对网络平台、硬件平台、软件平台结构进行了探讨,对林业信息工程的核心部分—数据库的构成进行了研究,并对局、区县、乡镇(站)之间的数据流向进行了初步的探讨。
     广州市林业信息工程建设基本完成后,将具备基本功能有:(1)完备的历史档案;(2)直观的信息展示;(3)图形化的前景预测。(4)数字化的精细林业。在此基础上,广州市林业部门就可以衍生出各个业务系统、办公系统等的细节功能。
Along with nation-wide and even global informative construction move forward step by step, the informative construction of forestry profession must be also gone forward along with the step of times. Development and the unceasing maturation of the high new technologies such as the technology of 3 S make forestry implement informative construction to become the possible Guangzhou city plan of 2003 years in whole city forestry profession, carry out information project, in entrustment, south forest institute carries out the research of structural frame of forestry information project. This paper is completed under this background.
    This paper has completed following work mainly on the foundation of the present situation of informative process as well as the demand of each department of detailed investigation Guangzhou city forestry:
    (1) have analysed the present situation of Guangzhou city forestry information project all-sidedly, have put forward cause system and the principle of Guangzhou city forestry information project, depict Guangzhou city the forestry information project prospect in future 3 years and 5 years;
    (2) according to the characteristic of forestry profession and forestry department, follow modular basic train of thought, carry out the business system of Guangzhou city forestry information project longitudinal partition, put forward establishment one based on the VR ( fictitious emulation )and technology of 3S , the structural frame of the forestry information project of network communication technology;
    (3) put up to build a fair forest resource management information system and forest fireproof , forest Zheng management, the forest inspection of plant diseases, forestation management, the ecological forest management of public welfare, the wild management system of animal and plant, forestry electronic government affairs and forestry information visit 9 gateway big modulars in the forestry information project unified platform of one body;
    (4) the relatively systematic research that makes for every modular internal logic, as every modular pastes the function that joins reality to divide, , has put forward every technical design scheme of modular.
    (5) for network platform, hardware platform and software platform structure discuss , for the key part of forestry information project ?database form to go on research, and play a game , the data flow direction between district county, small towns ( stand ) have gone on preliminary discuss.
    Guangzhou city forestry information project basic completion is rear , will have basic skill can have: 1 complete historical files; 2 visual information demonstrates; 3 graph the prospect forecast that melts. 4 the meticulous forestry of digitlization. On this foundation, Guangzhou city forestry department can derive the details function of every business system and the system of official business.
