农村环境治理问题研究

摘要
生态环境是经济社会发展的重要基础。党的十八大报告明确指出，建设生态文明，是关系人民福祉、关乎民族未来的长远大计。面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势，必须树立尊重自然、顺应自然、保护自然的生态文明理念，把生态文明建设放在突出地位，融入经济建设、政治建设、文化建设、社会建设各方面和全过程。在我国生态环境建设中，由于各种人力、物力、技术以及制度等限制，农村环境状况日趋恶化，农民环境意识日益淡薄，农业生产建设日渐衰败，因此，亟需加强农村环境治理。
农村环境治理绩效的高低，事关农村经济社会和谐与稳定，并最终影响农村全面建成小康社会的实现。因此，农村环境治理既是一个重大的目标任务，也是一个需要深入探讨的研究课题。社会资本理论是当前社会科学中的前沿理论，对各种社会问题具有极强的解析力。而环境治理的目标和理念与社会资本密切相关，因此，本文尝试运用社会资本理论分析农村环境治理问题。具体而言，本文主要基于社会资本的理论视角和分析路径，对农村环境治理过程中存在的突出问题及原因进行解剖，并结合个案进行实证研究，从中归纳和总结出影响当前我国农村环境治理的制约性因素，提出在社会资本视角下应对农村环境治理问题的对策思路，以期为我国农村环境治理提供政策性建议。
The overall environment state is worsening due to a long term neglect on the rural environment protection issue in our country's economic development and urbanization process for the last couple of years. However, the current rural environmental management model is, to a great extent, directly executed by government department as an administration act with a prominent character of 'government direct control'which narrows the social public participation channel to the environment protection. This management model does not conform to the modern administration concept and the'kind management'goal and generates such phenomena as'government failure'and'market failure'in the rural environmental management process.
Kind management hangs on the citizen's voluntary cooperation and their conscious identities to the authority. A kind management can not be realized without the citizen's active participation and cooperation. A kind environmental management pursues such a game pattern that involves government, market as well as social public's synergetic cooperation on the environmental management issue. The author deems that a management method study which separates itself from the interpersonal research can only be counter-productive due to the fact that Chinese society is, in the final analysis, a 'human'structured society. The study and exploration must be addressed from a'human'point of view as well as an interpersonal relationship aspect to achieve an optimal efficacy in rural environmental management model transition on the condition of the positive participation of the farmers in the whole process, therefore, the social capital concept has to be proposed.
The so called social capital is a kind of potential capital that equal to the material capital and the human resources. In a narrow sense, it refers to a kind of interpersonal social relationship network, and is now expanded to represent a kind of resources which is derived from the interpersonal relationship and the social structure. This interpersonal'relationship'resource is a kind of social binding agent and possesses a bridge function. It forms the basis for the higher and wider gradational synergy and cooperation among the society, crowd and organizations. The cooperation with in the society will be obstructed due to the lack of such binding agent. Institutional problems regarding the efficacy will also emerge. Therefore, it is the key impact factor to the institution and the government performance, and the core foundation of good social management model and the vital factor in rural environmental management.
Two cases regarding their respective rural community were selected by this article to carry out a real evidence survey on the status, mechanism and function of the social capital in the rural environmental management. The result was analyzed and a conclusion is drawn. This study is theoretically and practically valuable for excavating out the social capital element's efficacy on the rural environmental management and for fostering the rural social capital through which the improvment of the rural environmental management effect and even the successful construction of new socialist countryside can be accordingly realized.
This paper is mainly divided into seven parts, each part of the following are briefly discussed.
Introduction
This part mainly on the topic and its significance, rural environmental governance, social capital theory as well as the two agreement and other relevant literature review, research ideas, research methods and definition of the core concepts and contents were discussed.
Chapter1problems, methods and cause analysis of rural environmental governance
Mainly on China's rural environmental governance the prominent problems in the process of combing, these include rural ecological environment facing predicament, agricultural production environment has been seriously destroyed, the residents living area environment tends exasperate, the rural environmental governance; point out current our country countryside environment governance in command and control, market incentive, public participation in governance methods play a role in showing various limitations; environmental management method failure in-depth dissection, environmental governance between the main power asymmetry and public participation and cooperation is the important source of the lack of the mechanism.
Chapter2The intervention of social capital with rural environmental governance
Through the establishment of social capital theory, reach social capital and environmental governance in the target are highly consistent, the concept of social capital has agreement with the; of environment policy target with support as well as on environmental control system design has special response.
Chapter3A case analysis about social capital application with rural environmental governance
This part mainly from the perspective of evidence to verify the social capital and environmental governance closely related as well as the current our country rural social capital is the main problem of state and existence, was back in the perspective of social capital on the rural environmental governance countermeasures provides realistic basis. On the problems, mainly including:the social capital of the traditional and the modern, from rural cohesion weakening, perceived lack of investment of rural social capital.
Chapter4The restrict element analysis of social capital in rural environmental governance
We explore mainly the impact of rural environmental governance in social capital constraints from the social capital development and application of two dimensions to as chapter fifth countermeasures to pave the way. On the social capital development level constraints, including government and village folk cooperation and trust in poor condition, social capital, human capital, technology support is insufficient, weak enforcement of environment law; social capital development regulation of anomie. Social capital application level constraints, including:social capital used negative effects of social capital and the loss risk.
Chapter5The countermeasure path of rural environmental governance in the view of social capital
On the basis of the third chapter and the fourth chapter problems and restricting factors, from the three perspectives on the perspective of social capital of rural environmental governance countermeasure thinking. The specific path is:the first, a reasonable response to the rural environmental governance in traditional and negative social capital. One is to promote rural traditional social capital to the benign traditional social capital change; two is to reduce the negative social capital on rural environmental governance. In second, breed rural environmental governance in the modern meaning of the social capital. One is to construct a modern social capital cultivation total path; two is to establish and strengthen the rural environmental cooperation management consciousness; three is to improve the rural environmental governance in social norms elements; four is to establish a government and villagers' environmental management communication platform; the five is to strengthen the prevention of social capital mechanism construction. Thirdly, promote development of rural civil organizations. One is to expand public participation in rural environmental governance; two is to promote the healthy development of rural civil organizations.
Conclusion
The main idea of the thesis is to summarize and upgrade, it is pointed out that the study of the shortcomings and difficulties, clear the future research needs to further develop direction and space.
