农产品流通组织化研究

摘要
农产品流通连接农产品的生产和消费,传递农产品市场信息,关乎广大农民和消费者的利益。提高农产品流通组织化程度,不仅可以促进农产品流通资源的合理配置,提高流通效率和效益,也是保障农产品市场供应、信息畅通和价格稳定,建立高效、畅通、安全的农产品流通体系的关键。目前有关农产品流通组织化的研究多是对流通实体组织的研究,缺乏针对农产品通组织化的过程和程度的研究,更缺乏相应的量化指标,流通组织化还是一个比较笼统和抽象的概念。实际上,农产品流通组织化是一个具体而且内涵丰富的研究范畴,论文将农产品流通组织化过程作为研究对象,以马克思的流通理论、西方主流和非主流经济学中有关组织理论为指导,构建了我国农产品流通组织化的评价模型,并描述与测度农产品流通组织化的现状与所处阶段,从影响组织化水平的农产品流通主体、过程和服务出发,分别研究了农产品流通组织主体的竞合博弈,农产品流通过程的协调与组织以及农产品流通服务的优化。论文的创新性工作如下:
     (1)赋予了农产品流通组织化丰富的内涵。农产品流通组织化是农产品流通主体之间的合作与协调,整合再造流通环节和流通渠道,不断优化农产品流通服务的动态过程。其内涵主要体现在四个方面:农产品流通组织化是流通主体的竞合过程;农产品流通组织化是流通主体市场化与企业化的权衡;农产品流通组织化具有阶段性,是组织化程度由低水平向高水平发展的过程;农产品流通组织化是“自组织”与“他组织”的共同作用的过程。
     (2)构建了农产品流通组织化的评价模型。评价模型包括农产品流通主体组织化、农产品流通过程组织化和农产品流通服务组织化三个子系统,在三个子系统之下又划分了10个二级指标和38个三级指标,构成三个层次。利用模型,将农产品流通组织化程度分为初级、中级、较高和完全组织化四个阶段,并测度得出我国农产品流通组织化程度处于中级阶段。
     (3)用静态博弈与动态演化博弈的方法分析了农产品流通主体的竞合过程。农产品流通主体之间的竞争与合作关系的演化是一个动态的、重复的博弈过程。影响主体行为和合作稳态的主要因素是合作的成本与收益,其次是长期契约和双方合作的信用和信心。在存在监督惩罚机制和利益分配机制等相关机制的约束下,博弈各方基于从长远利益考虑最终都会选择合作。农民专业合作组织、农产品经纪人等流通主体都有利于合作稳态机制的建立与持久。
     (4)利用交易费用与产业组织理论分析了农产品流通过程的协调与组织,着重分析了农产品流通企业纵向与横向一体化的途径。农产品流通组织与协调过程包括:各个农产品流通主体之间充分竞争与合作的过程;以大型农产品流通主体为核心的纵向与横向组织一体化过程;政府的调控与规制下的农产品流通组织化过程。
     (5)从农产品流通中的商流、物流、信息流和资金流“四流”服务角度提出优化农产品流通服务体系的途径。目前我国农产品流通服务存在的问题是“四流”服务之间难以协同,服务质量和服务效率都有待提高。优化农产品流通服务体系应以政府投入为主的同时,发展农产品流通服务的社会化力量,发挥农产品批发市场的“四流”服务一体化,合理专业化的“四流”服务分工以及发展农产品电子商务实现“四流”服务协同。
Agricultural products circulation joins agricultural products production and consumption,transferagricultural product market information and is a matter of interests of both farmers and consumers.Improving the systematism degree of agricultural products circulation is of importance to promote therational allocation of resources in agricultural products circulation and increase thecirculation efficiency and effectiveness, and which is also a very key not only to guarantying theagricultural product market supply, information flow and price stability, but also building an effective,open, and safe agricultural product circulation system. At present, studies on the systematism ofagricultural products circulation mainly focus on the organizational entities, lack of researches onprocess and degree, and lack of corresponding quantitative indicators system as well. Till now, thesystematism of agricultural products’ circulation is still a relatively ambiguous concept. In fact, thesystematism of agricultural products circulation is a concept with rich connotations and its study is afield with specific work. In this paper, the process of the systematism of agricultural productscirculation is made as the research object. Based on Marx's distribution theory and organization theoryfrom western mainstream and non-mainstream economics, an evaluation index system of thesystematism is set up to describe the present situation and to estimate the stage of systematism ofagricultural products circulation. Starting with the three influencing factors: member, process, service ofagricultural products circulation, this paper analyses the game of cooperation-competition amongmembers in agricultural products circulation, the coordination and organization of agricultural productscirculation process, the optimization of agricultural product circulation service system respectively.
     Innovations in this paper are as follows:
     1. This paper gifts the systematism of agricultural products circulation rich connotations. Thesystematism of agricultural products circulation is a dynamic process, in which process, members inagricultural products circulation cooperate and coordinate with each other to integrate and reengineerthe circulation and circulation channel of agricultural products, optimize the service in the circulation ofagricultural products. This dynamic process mainly manifests in four aspects: a competition andcooperation among members of agricultural products circulation; a balance between market and firm ofthe transaction mode; a stage process from low level to high level; a combined action of “self–organization” and “organization”.
     2. This paper sets up an evaluation index system of the systematism of agricultural productscirculation. The evaluation index system consists of three subsystems: systematism of members, processand service of agricultural products circulation. Under the three subsystems,10second class indexesand38third class indexes are involved. This complete assessment index system consists of the first-class, second-class and third-class indexes, which can comprehensively describe the main aspects ofthe systematism of agricultural products circulation in China. By this model, four stages are identifiedas follows: The primary stage, the intermediate stage, the higher stage and the total organized stage. And the stage of systematism of agricultural products circulation in China is at the intermediate stage.
     3. This paper analyses the competition and cooperation among members of agricultural productscirculation by the method of game theory, which is a dynamic, repeated game process. The first factorsaffecting the stability of members’ behavior and cooperation are the costs and benefits of cooperation.The second is the fairness of long-term contracts and the credit and confidence for cooperation. Underthe mechanism for supervision, punishment, benefit distribution and other mechanisms, all parties in thegame will eventually choose to cooperate with each other for long-term interests. The specializedcooperative organizations of farmers, agricultural product broker will help to establish and last thecooperation homeostatic mechanism of circulation organization of agricultural products.
     4. This paper analyses the coordination and organization in agricultural products circulationprocess based on the theory of transaction cost and industrial organization, and analyzes the ways ofvertical and horizontal integration of agricultural products enterprise emphatically. Organization andcoordination process of the circulation of agricultural products consists of three aspects: the process ofeffective competition and cooperation of all the members in agricultural products circulation; theprocess of vertical or horizontal integration of large-scale distributor in agricultural products circulation;and the the process of systematism behaviors under the government’s regulation.
     5. This paper proposes the way of optimizing the service system of agricultural products circulationfrom “four flows” service angels: value flow, logistics flow, capital flow and information flow. Atpresent the problem in our agricultural product circulation is the service of “four flows” can not show asynergetic effect, so the service quality and efficiency should be improved. In this respect, the followingmeasures should be taken into action: Ensure the investment of the government as the main stay,develop social force, make professional and reasonable division of labor, establish well developedagricultural products’ wholesale market and e-commerce of agricultural products in order to achieve thesynergy effect.
