中国大陆地区外籍人口管理研究

摘要
随着改革开放政策的实施,中国经济快速发展,对外开放的程度也日益加深。从1979年至今的三十余年里,有越来越多的外国人,包括海外华人,来到中国大陆地区旅游、探亲、投资、工作和定居。根据公安部出入境管理局的统计数据显示,2010年全国入境外籍人口数量达到1255万,较1996年时增长近一倍。同年第六次全国人口普查数据中,首次将外籍人口作为普查的一项指标,公报中显示在中国大陆地区居留三个月以上的外籍人口已有近60万人。
2011年至2015年,是中国的经济和社会发展的第十二个五年规划时期,随着“深化改革开放”要求的提出,神州大地上必然会出现更多的外籍人口。届时,如何对这部分特殊的人口群体进行科学有序地管理,将是对政府和社会管理水平的极大挑战。为了确保科学系统地管理中国大陆地区外籍人口,需要做好事先的调查研究工作。比较起各部门间局部的、零散的经验总结,系统、宏观的学术研究报告,对于实践工作的进一步开展,具有更为明确、全面和科学的指导意义。
在当今中国,人口学是一门重要的社会科学,是一门实践指导意义很强的,紧跟时代发展步伐、研究现实中的具体问题的学科。本文选取“中国大陆地区外籍人口管理研究”作为研究主题,既是为了走在人口学研究的前沿、开拓研究人口学中新兴的“外籍人口”问题；也是顺应中国未来的经济和社会发展方向,为中国国际化的发展道路作出一定的贡献。
本文的研究主要在以下方面作出了相应的解答和提出了自己的观点：其一,中国大陆地区外籍人口基本情况、管理现状和加强管理的必要性；其二,中国大陆地区外籍人口管理问题研究状况；其三,结合现有的人口学、社会学经典理论对这一问题进行分析并提出自己的理论观点；其四,在现阶段,权威统计数据缺乏的情况下,通过科学的社会学调查方法,对中国大陆地区外籍人口管理情况和管理对象作深入研究分析；其五,在多个发达国家中,选取适合中国大陆地区外籍人口管理借鉴的对象和借鉴方法；其六,坚持科学发展观,走可持续发展道路,提出适应中国国情的大陆地区外籍人口管理对策建议。
本文研究的主要创新点有选题的创新、理论的创新、研究思路和研究方法的创新。“人口管理”在人口学中是一个新兴的研究方向,对当今国际化程度不断加深的中国而言,“外籍人口管理”这一问题很需要、也非常值得进行研究。目前中国大陆地区对于外籍人口的管理工作还处于比较混沌、简单和基础的起步阶段,无论是法律法规、管理体制和机构,还是在管理技术和方法上,都难以和管理国内公民的水准相比,也没有达到管理港、澳、台同胞的水平。这样的实际情况,更证明了这一选题具有很强的学术研究价值,并且需要进行许多开拓性的研究工作。因此,选取“中国大陆地区外籍人口管理”作为研究主题,是本文的一大创新。
本文通过将文献资料和案例访谈相结合,以研究“中国大陆地区外籍人口管理”出发,在经典的国际人口迁移理论和马斯洛“需求”理论基础上,提出了一些自己独到的理论观点,主要运用以解释和提出外籍人口来华动机、持续在华居留原因、管理需求和管理建议。既是对经典理论的深入解读,也是继承经典理论思路,在研究中另辟蹊径、建构属于本文研究的理论框架。对于一篇学术论文而言,比较困难和非常重要的一点,就是进行理论上的创新,而这正是本文的一处亮点。
在研究思路上,本文在多个具有丰富外籍人口管理经验的国家中选取最适合借鉴和学习的国家——英国,详细解释为何该国是最佳学习对象,深入地分析其管理状况,而不是简单地进行描述性介绍,以确保抓住其管理经验的精髓部分。在撰写过程中,凡是涉及借鉴英国的政策、法律和技术办法部分,一方面参考相关书籍和学术论文；另一方面,直接从英国相关管理部门和英国统计局的官方网站获取资料,包括年报、季度报告和法律全文等等,以确保资料的准确性和权威性。这也是本文在同类型文章中比较独到的地方。
在研究方法上,现有的相关研究基本上是从管理者的角度去思考和探讨管理的得失,也是从管理者的角度提出对策建议。案例访谈有利于从被管理者角度,去评价管理情况,提出需求和建议。使用案例访谈法作为主要研究方法之一,也是本文研究的一项创新和亮点,使得本文的研究层次更为丰富、研究结构更加立体化。
在文献资料和有效统计数据不足的情况下,本文不拘泥于人口学研究常见的引用大量经典理论和文献,或是建立数学模型分析的研究思路和方法；采用比较分析与实际问题结合的思路,分析借鉴英国外籍人口管理,同时配合案例访谈验证理论、探讨现行作法的不足,以提出对中国而言合理、准确、有效的对策建议,是本文在研究思路和方法上的创新。
全文共分为9个章节,基本研究思路为：评述国内外研究现状——梳理相关理论并提出本文的理论观点——阐述和分析案例——以案例访谈验证经典理论和笔者理论观点——介绍中国大陆地区外籍人口管理现状——分析现阶段管理中存在的问题和原因——分析中英两国外籍人口管理的相似性和英国的先进经验——提出促进中国大陆地区外籍人口管理的对策建议。
第1章为绪论。这一章既是本文的总纲,也是为深入理解本文研究的意图、架构和内容的一份说明。包括研究背景、研究目的和意义、研究范围和概念界定、研究思路、研究方法、研究的创新点、以及研究的不足七个部分。
研究背景部分,主要介绍当今中国大陆地区外籍人口现状和与之相关的政策导向,包括官方统计数据显示的中国大陆地区外籍人口的数量、分布和主要来源国等信息,外籍人口给中国带来的冲击和影响,以及政府对外政策的最新进展。研究目的和意义部分,主要介绍本文选题的目的、研究的学术价值及实践意义。研究范围和概念界定部分,主要是为了解释和说明本文研究题目和研究内容中的一些概念,同时界定研究的范畴,帮助阅读者对于文章的理解。研究思路部分,是对文章整体的研究逻辑思维进行说明,通过表格图示,厘清研究思路,展示了本文的研究理论框架。研究方法部分,介绍了本文在研究中使用的科学方法,包括文献分析法、比较分析法和案例访谈法。研究的创新点和不足,分别从创新性贡献和缺失两方面总结了本文研究在学术和实践指导中的一些成绩和遗憾之处。
第2章为国内外研究现状。这一章着重分析了与本文的选题“中国大陆地区外籍人口管理”相关的现有书籍、学术论文、政策报道等文献资料,在文献来源方面包括中文和英文两方面的现阶段研究成果,在文献内容上则主要包括中国大陆地区外籍人口管理相关的管理法律、管理体制和管理技术三方面。在这一章节中,笔者首先对这些文献资料进行了内容上的介绍、评价,和文章对于本文研究而言的借鉴意义；再在文献梳理的基础上,对现阶段国内外对于“中国大陆地区外籍人口管理”这一主题的研究的特点、主要成就和不足之处进行了总结。
第3章为经典理论评述与理论观点总结。“中国大陆地区外籍人口管理”这一研究题目的实践意义较之理论意义更强,现有的文献资料中,也尚未发现有在基础理论方面进行深度分析的。但笔者认为应当尝试以人口学和社会学的经典理论为基础进行理论总结和归纳,以便进一步地对中国大陆地区外籍人口管理的必要性、合理性、可行性和具体管理措施,进行深入剖析和理论指导。因此在这一章节中,本文选取了人口学中经典的“国际人口迁移理论”和社会学中著名的马斯洛“需求”理论,作为本文的基础理论进行评述。为了使得中国大陆地区外籍人口管理的特殊性得到理论解释,笔者还在经典理论的基础上进行了理论观点的总结。此外,为了使理论分析和实践工作结合地更为紧密,本文在第4章中通过深度访谈案例对经典理论和本文理论观点予以了验证。
第4章为案例访谈分析.这一章主要包括两个部分,第一部分是对案例访谈情况的介绍,共有6个受访案例,皆为深度访谈,包括案例人物的基本信息和受管理的情况；第二部分是对案例的总结分析,包括案例选取原因、所代表的外籍人口类型,以案例情况验证第3章中的经典理论和笔者自己的理论分析观点。
第5章为中国大陆地区外籍人口管理现状。这一章详细介绍了当前中国大陆地区外籍人口的管理法律、管理体制和管理技术三方面的情况。在管理法律方面,主要为外籍人口入出境和居留中通常涉及的法律法规和办法；在管理体制方面,由于中国大陆地区现阶段对外籍人口主要实施行政管理,因此是从行政管理体制角度加以梳理；在管理技术方面,则包括硬件设施技术和管理人员专业技术水平两方面。
第6章为中国大陆地区外籍人口管理的问题及原因分析。这一章的内容主要包括两大部分,第一大部分是根据和结合第4章和第5章的内容,总结现阶段中国大陆地区外籍人口管理在法律、体制和技术三方面所存在的问题和缺失；第二大部分是从历史情况、实践工作和学术研究等多个方面出发,深度剖析这些外籍人口管理问题出现和存在的原因,为下一步的借鉴、比较研究和提出对策建议作铺垫。
第7章为英国外籍人口管理的借鉴意义。本文以英国作为和中国在外籍人口管理方面比较研究的对象,以期用更为细致深入的分析,寻找到最适合中国国情的借鉴方法。在这一章中,一方面比较中英外籍人口管理的相似之处,解释了为什么要借鉴英国经验；另一方面详细地介绍和评价了英国当前的外籍人口管理相关法律体系、体制和技术的先进性,明确了如何借鉴以及借鉴英国的哪些管理经验。
第8章为促进中国大陆地区外籍人口管理的对策建议。这一章集中提出了笔者在通过文献研究、理论研究、案例研究和比较研究后,提出促进中国大陆地区外籍人口管理的对策建议。主要从建设外籍人口管理法律体系、完善外籍人口管理体制和提高外籍人口管理技术三个方面,结合案例访谈和分析内容,借鉴英国经验,提出了笔者的一些见解。
在建设外籍人口管理法律体系方面,包括完善现有国籍法、颁布并实施难民法、建设适合中国国情的移民法、纳入现有法律体系进行管理、转变惩处思路这五个方面的内容。在完善外籍人口管理体制方面,主要包括行政管理体制方面寻求体制转型、专门管理部门设置和强化协调现有体制作用的内容。在提高外籍人口管理技术方面,主要从管理硬件设备、技术手段和管理人员技术两方面来提出对策建议。这一章是本文将理论与实际相结合的一章,也是本文学术意义与实践意义得以统一的重要章节。
第9章为结论与展望。根据本文的研究内容得出相关结论,主要包括中国大陆地区外籍人口管理的必要性、管理适用的理论观点、管理适合的借鉴对象、促进管理提升的对策建议这几个方面的重要结论。同时,文章还从学术研究和实践工作两方面,表达对中国大陆地区外籍人口管理研究的未来发展情况的肯定和期望。
With the implementation of the Reform and Opening policy, China has gradually opened itself to the world. In the three decades starting from1979, more and more foreigners come to China for traveling, visiting, investing, work, and residency. According to the statistics published by the Ministry of Public Security, the population of foreign people in China has reached12,550,000in2010, which is twice than the size in1996. In the statistics of the sixth national population censuses and surveys, the number of foreign population had become a formal indicator of the statistics for the first time. It showed in the statement that there were over600thousand foreigners had stayed in the mainland China for over3months.
The5years between2011and2015has been defined as the12th'5year planning'in the economic and social development of China. During this period, more and more foreigners will come to China, which will generate a great challenge to the Chinese government on how to scientifically manage the administration of this group. To better achieve this goal, it has become necessary to summarize the experience of the administrative offices in the past few years and conduct a systematic academic research.
Nowadays, Population study has become an important research subject in China, and it is also a research topic on issues happened in real time. Titled as 'Research on Foreign Population Management in Mainland China', this thesis is aimed at exploring the study of foreign population in China, as well as contributing to the internationalization of the country by researching on emerging issues appeared on the way of economic and social development.
The thesis can be divided into the following sub-categories:one, the current status of China's foreign population management and the necessity of enhancing the administration on foreign population; two, the current status of study of China's foreign population management; three, how to analyze the subject using modern theories of demography and sociology and the author's opinions; four, with lack of convincing statistics, how to scientifically study the management of foreign population in China, utilizing investigating methodology in sociology; five, how to select a suitable case for study from a variety of countries; six, to propose a feasible suggestion to the foreign population management in China.
In this thesis, creativity lies in the topic, unique theory ideas, research train of thought, and research methodology. At the present, China has just started learning to manage foreign population in a scientific way. Therefore, the research on this topic shows a unique value both academically and practically. At the same time, the administration in foreign population management in China is at the beginning stage. Therefore, the level of work cannot be compared to the administration level of domestic citizens or the level of managing population from Hong Kong, Macau, and Taiwan. Under such circumstances, the subject of this thesis has been proven to be of great academic value, and will require a lot of exploring research.
Combining academic reference research and individual case interview, the thesis has included some unique ideas about "foreign population management in the mainland China" based on the classic theory of "International population movement" and Maslow's hierarchy of needs. The ideas brought up can be used to explain the motivation of foreign immigrant, the reason for their residency, and the administrative needs. It can also be used to form administrative suggestions. While the thesis shows deep understanding to the classic theories, it also built up a specific theoretical framework from the analysis. To sum up, the thesis's most significant value is the creativity in theory, which is crucial in academic research.
When conducting research, Britain, with rich experience in foreign population management, has been selected as a successful example for study among a variety of foreign countries. In the thesis, the current foreign population management in Britain had been examined in detail to explain the reason this country had been selected as the best example for learning. During research, the thesis acquired data from various British government websites to ensure the data is accurate and up to date. With regards to research methodology, due to the lack of convincing data, a number of individual cases had been interviewed as opposed to conventional research method in demography. This will enable a closer look at the practical issues existing in the current foreign population management.
With regards to the research methodology, the current study is mainly centered on practical suggestions from the prospect of administrator, In this thesis, individual subjects had been interviewed to evaluate the current level of administration work, so that we can better generate demands and suggestions. Therefore, using individual subject individuals to acquire data is another creative research method in this thesis.
With lack of reference and effective statistics numbers, this thesis neither quoted a large quantity of classic theories and reference, nor did it employed mathematical models to analyze the subject. Instead, the thesis combined comparative research and analysis on practical issues. It examined the status of foreign population management in Britain, and used individual subject interview to discuss the weakness in the existing work in China so that effective and feasible suggestions can be formed.
The thesis consists of9chapters, and is organized in the following layout:an introduction to the current status of foreign population management research in China and abroad; introducing relevant theories and theoretical points made in this thesis; examine the interviewed subjects; discuss how the interview results proved the classic theories and the author's opinions; an introduction to how China is managing the foreign population; analysis of existing issues in current foreign population management; a study of Britain's experience of foreign population management; and feasible suggestions.
Chapter1is exordium. It includes background of research, purpose and implications of research, scope of research, train of thoughts, research methodology, innovation in research, and limitations of the study.
The research background introduces the current status of foreign population management practice and policies in China. The purpose of research discussed the academic value of this research and its implications to foreign population management practice. Scope of the research explains some concepts discussed in the thesis, and also sets up the range of sub-topics in this research. Train of thoughts discusses the research logics throughout the thesis, and it also shows the theoretical framework in the paper. Research methodology introduces the scientific research methods that have been used in the research, including:literature analysis, comparative analysis, and case interview. Limitation of study summarizes the weaknesses in the research.
Chapter2is introduction to the domestic and overseas research status. The chapter focuses on analyzing the academic theories and references regarding the research topic:foreign population management in the mainland China. Such theory (both English and Chinese) consists of three aspects:legislation of foreign population management in the mainland China, managerial system, and managerial techniques. The theory introduces and evaluates the meanings, achievements, and limitations in the existing study of foreign population management in the mainland China.
Chapter3is analysis to the theories. The topic of the thesis has more practical meanings than theoretical meanings. Therefore, it is the author's opinion to base the research on the classic theories of population research and sociology. In the thesis, the analytics are based on the classic "International Population Immigration Theory" and Maslow's "Hierarchy of needs". In order to explain the specific properties in China's foreign population management, the author also made further discussion and summary based on those classic theories. Additionally, to better incorporate theoretical points into practices, the author will verify the discussion with individual case study in Chapter4.
Chapter4is subject interview and result analysis. The chapter has two parts: part one introduces the6interviewed cases, including each case's basic information and administration practice they experienced since they came to China; part two is the analysis and summary to the case study, which includes the reason for selecting the case, the type of foreign population that each case represents, and how the results of case study interacts with the classic theories introduced in chapter3and the author's opinions.
Chapter5examines the current status in China's foreign population management practice. The chapter details the legislation, managerial system, and managerial techniques in the country. The legislation includes common laws and restrictions used in foreign people's entry/exit and residency management. The managerial system refers to administrative management on foreign population. The managerial techniques include the infrastructure needed in the practice as well as professional skills needed in the foreign population management.
Chapter6explores the outstanding issues existed in the current foreign population management in the mainland China. The chapter contains two parts. Part one, integration the analysis in chapter4and5, summarizes the issues and flaws in current foreign population management process in the mainland China in terms of legislation, system, and techniques; part two explores the reasons behind such issues and flaws in the context of history, current practices, and academic research. It also foreshadows the comparative research and suggestion posted in the following chapters.
Chapter7is the meaning of studying Britain's experience in foreign population management. One of the purposes of this article is to analyze and research Britain's experience in foreign population management, and try to extract some scientific methods that can be adapted to China's situation. This chapter first compared the scenarios of the two countries, which also explained why Britain's experience in foreign population management is a good example for China to research on. The chapter then introduces Britain's advanced legislation, system, and techniques in foreign population management in detail. It also specifically explained how to utilize Britain's experience and which experience is of great value for China to learn.
Chapter8summarizes practical suggestions to the foreign population management in the mainland China. In this chapter, suggestions and advice about how to improve foreign population management in the mainland China will be brought up, based on the document research, theories research, individual subject interview, and comparative research conducted in previous chapters. The author will introduce some of her ideas in the following fields:how to build up a sound legislation system of foreign population management, how to complete the current system, and how to improve the techniques in foreign population management, based on the case study and Britain's experience. This chapter is the one chapter that combines the theories with practices, and it is also of great importance in showing the thesis's academic and practical meanings.
Chapter9is conclusion and a look in to the future. The conclusions of the thesis mainly include the necessity of administrative management of foreign population in the mainland China, applied theoretical opinions and suitable model, and suggestions on enhancing the level of foreign population administration. At the same time, the author also explained the expectations on the prospect of foreign population management in the mainland China.

第2章为国内外研究现状。这一章着重分析了与本文的选题“中国大陆地区外籍人口管理”相关的现有书籍、学术论文、政策报道等文献资料,在文献来源方面包括中文和英文两方面的现阶段研究成果,在文献内容上则主要包括中国大陆地区外籍人口管理相关的管理法律、管理体制和管理技术三方面。在这一章节中,笔者首先对这些文献资料进行了内容上的介绍、评价,和文章对于本文研究而言的借鉴意义；再在文献梳理的基础上,对现阶段国内外对于“中国大陆地区外籍人口管理”这一主题的研究的特点、主要成就和不足之处进行了总结。
第3章为经典理论评述与理论观点总结。“中国大陆地区外籍人口管理”这一研究题目的实践意义较之理论意义更强,现有的文献资料中,也尚未发现有在基础理论方面进行深度分析的。但笔者认为应当尝试以人口学和社会学的经典理论为基础进行理论总结和归纳,以便进一步地对中国大陆地区外籍人口管理的必要性、合理性、可行性和具体管理措施,进行深入剖析和理论指导。因此在这一章节中,本文选取了人口学中经典的“国际人口迁移理论”和社会学中著名的马斯洛“需求”理论,作为本文的基础理论进行评述。为了使得中国大陆地区外籍人口管理的特殊性得到理论解释,笔者还在经典理论的基础上进行了理论观点的总结。此外,为了使理论分析和实践工作结合地更为紧密,本文在第4章中通过深度访谈案例对经典理论和本文理论观点予以了验证。
第4章为案例访谈分析.这一章主要包括两个部分,第一部分是对案例访谈情况的介绍,共有6个受访案例,皆为深度访谈,包括案例人物的基本信息和受管理的情况；第二部分是对案例的总结分析,包括案例选取原因、所代表的外籍人口类型,以案例情况验证第3章中的经典理论和笔者自己的理论分析观点。
第5章为中国大陆地区外籍人口管理现状。这一章详细介绍了当前中国大陆地区外籍人口的管理法律、管理体制和管理技术三方面的情况。在管理法律方面,主要为外籍人口入出境和居留中通常涉及的法律法规和办法；在管理体制方面,由于中国大陆地区现阶段对外籍人口主要实施行政管理,因此是从行政管理体制角度加以梳理；在管理技术方面,则包括硬件设施技术和管理人员专业技术水平两方面。
第6章为中国大陆地区外籍人口管理的问题及原因分析。这一章的内容主要包括两大部分,第一大部分是根据和结合第4章和第5章的内容,总结现阶段中国大陆地区外籍人口管理在法律、体制和技术三方面所存在的问题和缺失；第二大部分是从历史情况、实践工作和学术研究等多个方面出发,深度剖析这些外籍人口管理问题出现和存在的原因,为下一步的借鉴、比较研究和提出对策建议作铺垫。
第7章为英国外籍人口管理的借鉴意义。本文以英国作为和中国在外籍人口管理方面比较研究的对象,以期用更为细致深入的分析,寻找到最适合中国国情的借鉴方法。在这一章中,一方面比较中英外籍人口管理的相似之处,解释了为什么要借鉴英国经验；另一方面详细地介绍和评价了英国当前的外籍人口管理相关法律体系、体制和技术的先进性,明确了如何借鉴以及借鉴英国的哪些管理经验。
第8章为促进中国大陆地区外籍人口管理的对策建议。这一章集中提出了笔者在通过文献研究、理论研究、案例研究和比较研究后,提出促进中国大陆地区外籍人口管理的对策建议。主要从建设外籍人口管理法律体系、完善外籍人口管理体制和提高外籍人口管理技术三个方面,结合案例访谈和分析内容,借鉴英国经验,提出了笔者的一些见解。
在建设外籍人口管理法律体系方面,包括完善现有国籍法、颁布并实施难民法、建设适合中国国情的移民法、纳入现有法律体系进行管理、转变惩处思路这五个方面的内容。在完善外籍人口管理体制方面,主要包括行政管理体制方面寻求体制转型、专门管理部门设置和强化协调现有体制作用的内容。在提高外籍人口管理技术方面,主要从管理硬件设备、技术手段和管理人员技术两方面来提出对策建议。这一章是本文将理论与实际相结合的一章,也是本文学术意义与实践意义得以统一的重要章节。
第9章为结论与展望。根据本文的研究内容得出相关结论,主要包括中国大陆地区外籍人口管理的必要性、管理适用的理论观点、管理适合的借鉴对象、促进管理提升的对策建议这几个方面的重要结论。同时,文章还从学术研究和实践工作两方面,表达对中国大陆地区外籍人口管理研究的未来发展情况的肯定和期望。
With the implementation of the Reform and Opening policy, China has gradually opened itself to the world. In the three decades starting from1979, more and more foreigners come to China for traveling, visiting, investing, work, and residency. According to the statistics published by the Ministry of Public Security, the population of foreign people in China has reached12,550,000in2010, which is twice than the size in1996. In the statistics of the sixth national population censuses and surveys, the number of foreign population had become a formal indicator of the statistics for the first time. It showed in the statement that there were over600thousand foreigners had stayed in the mainland China for over3months.
The5years between2011and2015has been defined as the12th'5year planning'in the economic and social development of China. During this period, more and more foreigners will come to China, which will generate a great challenge to the Chinese government on how to scientifically manage the administration of this group. To better achieve this goal, it has become necessary to summarize the experience of the administrative offices in the past few years and conduct a systematic academic research.
Nowadays, Population study has become an important research subject in China, and it is also a research topic on issues happened in real time. Titled as 'Research on Foreign Population Management in Mainland China', this thesis is aimed at exploring the study of foreign population in China, as well as contributing to the internationalization of the country by researching on emerging issues appeared on the way of economic and social development.
The thesis can be divided into the following sub-categories:one, the current status of China's foreign population management and the necessity of enhancing the administration on foreign population; two, the current status of study of China's foreign population management; three, how to analyze the subject using modern theories of demography and sociology and the author's opinions; four, with lack of convincing statistics, how to scientifically study the management of foreign population in China, utilizing investigating methodology in sociology; five, how to select a suitable case for study from a variety of countries; six, to propose a feasible suggestion to the foreign population management in China.
In this thesis, creativity lies in the topic, unique theory ideas, research train of thought, and research methodology. At the present, China has just started learning to manage foreign population in a scientific way. Therefore, the research on this topic shows a unique value both academically and practically. At the same time, the administration in foreign population management in China is at the beginning stage. Therefore, the level of work cannot be compared to the administration level of domestic citizens or the level of managing population from Hong Kong, Macau, and Taiwan. Under such circumstances, the subject of this thesis has been proven to be of great academic value, and will require a lot of exploring research.
Combining academic reference research and individual case interview, the thesis has included some unique ideas about "foreign population management in the mainland China" based on the classic theory of "International population movement" and Maslow's hierarchy of needs. The ideas brought up can be used to explain the motivation of foreign immigrant, the reason for their residency, and the administrative needs. It can also be used to form administrative suggestions. While the thesis shows deep understanding to the classic theories, it also built up a specific theoretical framework from the analysis. To sum up, the thesis's most significant value is the creativity in theory, which is crucial in academic research.
When conducting research, Britain, with rich experience in foreign population management, has been selected as a successful example for study among a variety of foreign countries. In the thesis, the current foreign population management in Britain had been examined in detail to explain the reason this country had been selected as the best example for learning. During research, the thesis acquired data from various British government websites to ensure the data is accurate and up to date. With regards to research methodology, due to the lack of convincing data, a number of individual cases had been interviewed as opposed to conventional research method in demography. This will enable a closer look at the practical issues existing in the current foreign population management.
With regards to the research methodology, the current study is mainly centered on practical suggestions from the prospect of administrator, In this thesis, individual subjects had been interviewed to evaluate the current level of administration work, so that we can better generate demands and suggestions. Therefore, using individual subject individuals to acquire data is another creative research method in this thesis.
With lack of reference and effective statistics numbers, this thesis neither quoted a large quantity of classic theories and reference, nor did it employed mathematical models to analyze the subject. Instead, the thesis combined comparative research and analysis on practical issues. It examined the status of foreign population management in Britain, and used individual subject interview to discuss the weakness in the existing work in China so that effective and feasible suggestions can be formed.
The thesis consists of9chapters, and is organized in the following layout:an introduction to the current status of foreign population management research in China and abroad; introducing relevant theories and theoretical points made in this thesis; examine the interviewed subjects; discuss how the interview results proved the classic theories and the author's opinions; an introduction to how China is managing the foreign population; analysis of existing issues in current foreign population management; a study of Britain's experience of foreign population management; and feasible suggestions.
Chapter1is exordium. It includes background of research, purpose and implications of research, scope of research, train of thoughts, research methodology, innovation in research, and limitations of the study.
The research background introduces the current status of foreign population management practice and policies in China. The purpose of research discussed the academic value of this research and its implications to foreign population management practice. Scope of the research explains some concepts discussed in the thesis, and also sets up the range of sub-topics in this research. Train of thoughts discusses the research logics throughout the thesis, and it also shows the theoretical framework in the paper. Research methodology introduces the scientific research methods that have been used in the research, including:literature analysis, comparative analysis, and case interview. Limitation of study summarizes the weaknesses in the research.
Chapter2is introduction to the domestic and overseas research status. The chapter focuses on analyzing the academic theories and references regarding the research topic:foreign population management in the mainland China. Such theory (both English and Chinese) consists of three aspects:legislation of foreign population management in the mainland China, managerial system, and managerial techniques. The theory introduces and evaluates the meanings, achievements, and limitations in the existing study of foreign population management in the mainland China.
Chapter3is analysis to the theories. The topic of the thesis has more practical meanings than theoretical meanings. Therefore, it is the author's opinion to base the research on the classic theories of population research and sociology. In the thesis, the analytics are based on the classic "International Population Immigration Theory" and Maslow's "Hierarchy of needs". In order to explain the specific properties in China's foreign population management, the author also made further discussion and summary based on those classic theories. Additionally, to better incorporate theoretical points into practices, the author will verify the discussion with individual case study in Chapter4.
Chapter4is subject interview and result analysis. The chapter has two parts: part one introduces the6interviewed cases, including each case's basic information and administration practice they experienced since they came to China; part two is the analysis and summary to the case study, which includes the reason for selecting the case, the type of foreign population that each case represents, and how the results of case study interacts with the classic theories introduced in chapter3and the author's opinions.
Chapter5examines the current status in China's foreign population management practice. The chapter details the legislation, managerial system, and managerial techniques in the country. The legislation includes common laws and restrictions used in foreign people's entry/exit and residency management. The managerial system refers to administrative management on foreign population. The managerial techniques include the infrastructure needed in the practice as well as professional skills needed in the foreign population management.
Chapter6explores the outstanding issues existed in the current foreign population management in the mainland China. The chapter contains two parts. Part one, integration the analysis in chapter4and5, summarizes the issues and flaws in current foreign population management process in the mainland China in terms of legislation, system, and techniques; part two explores the reasons behind such issues and flaws in the context of history, current practices, and academic research. It also foreshadows the comparative research and suggestion posted in the following chapters.
Chapter7is the meaning of studying Britain's experience in foreign population management. One of the purposes of this article is to analyze and research Britain's experience in foreign population management, and try to extract some scientific methods that can be adapted to China's situation. This chapter first compared the scenarios of the two countries, which also explained why Britain's experience in foreign population management is a good example for China to research on. The chapter then introduces Britain's advanced legislation, system, and techniques in foreign population management in detail. It also specifically explained how to utilize Britain's experience and which experience is of great value for China to learn.
Chapter8summarizes practical suggestions to the foreign population management in the mainland China. In this chapter, suggestions and advice about how to improve foreign population management in the mainland China will be brought up, based on the document research, theories research, individual subject interview, and comparative research conducted in previous chapters. The author will introduce some of her ideas in the following fields:how to build up a sound legislation system of foreign population management, how to complete the current system, and how to improve the techniques in foreign population management, based on the case study and Britain's experience. This chapter is the one chapter that combines the theories with practices, and it is also of great importance in showing the thesis's academic and practical meanings.
Chapter9is conclusion and a look in to the future. The conclusions of the thesis mainly include the necessity of administrative management of foreign population in the mainland China, applied theoretical opinions and suitable model, and suggestions on enhancing the level of foreign population administration. At the same time, the author also explained the expectations on the prospect of foreign population management in the mainland China.
