烟台借山东省发展蓝色经济区机遇抢占发展先机研究

摘要
2009年4月,胡锦涛总书记视察山东时点题“打造山东半岛蓝色经济区”。山东省委省政府高度重视,在深入调查研究和广泛听取各方意见的基础上,制定出台了《关于打造山东半岛蓝色经济区的指导意见》。2010年1月,山东“两会”的《政府报告》中,蓝色经济区建设被写进了山东区域经济发展的第一部分,同时山东今年将力争山东半岛蓝色经济区进入“十二五”规划,并上升为国家战略。面对半岛蓝色经济区建设的重大机遇,烟台也掀起发展蓝色经济的浪潮,进入前期发展规划阶段。那么烟台围绕蓝色经济发展如何进行城市定位和规划,应该采取什么样的发展思路和措施,才能保持蓝色经济的科学、可持续发展,成为政府与社会各界最为关心的问题。
本文通过对烟台发展蓝色经济区存在的优势和问题进行研究分析,结合烟台的实际特点,提出了烟台发展蓝色经济区的科学对策,为烟台市发展蓝色经济区提供了理论支持和战略思考,并有助于推动蓝色经济发展的深入研究。全文共分为五大部分。
第一部分对蓝色经济区的相关理论进行综述,指出蓝色经济区是以海陆统筹为基础,以海洋生态文明建设为前提,以可持续发展为理念,以先进科技为支撑,蓝色经济和环境生态、社会事业协调发展的新型经济区。与传统海洋经济相比有着更科学、更深刻、更丰富的内涵。打造蓝色经济区,不仅是在科学发展观指导下的战略创新,同时又拓展了以人为本、全面、协调、可持续的科学发展观的内涵层次和范畴,是对科学发展观的一种升华。
第二部分从理论的角度分析了山东提出发展蓝色经济区的必然性。从世界范围看,海洋已成为全球新一轮竞争发展的前沿阵地,世界主要海洋国家都纷纷把发展蓝色经济作为强国复兴的重大战略。从国内范围看,沿海各地区也都掀起发展海洋经济的强劲势头,把发展蓝色经济作为国民经济新的增长点。山东曾率先在全国提出建设“海上山东”的发展战略,在发展海洋经济方面具有丰富的经验和厚实基础,从区位、资源和科技方面,也有打造蓝色经济区得天独厚的优势。作为山东重要沿海城市的烟台,积极融入蓝色经济区建设也是理所当然。
第三部分详细分析了烟台在发展海洋经济方面取得的成绩和存在的问题。这些成绩的取得为烟台在下一步发展蓝色经济奠定了坚实的基础。通过对存在问题的查找和分析,找出制约发展的因素,为烟台制定合理的发展定位和目标提供理论指导。
第四部分从不同角度分析了在新的形势下烟台发展蓝色经济的优势和面临的挑战。烟台发展蓝色经济区具有区位、资源、人才、产业、人文等诸多优势,具有很大发展空间。但思想观念、区域经济竞争、自身产业结构不合理和环境资源面临的压力,都有可能制约烟台在新一轮经济浪潮中的大发展。
第五部分为烟台建设蓝色经济区的对策。在前文分析的基础上,宏观和微观相结合,从9个方面提出相应对策,既有政策、规划研究,又有可操作性、详细的措施；课题研究与实践相结合,可为烟台的蓝色经济定位与发展提供指导性建议,为烟台在蓝色经济区建设中努力走在全省前面提供智力支撑。
第六部分为结论与展望。通过对正文部分的归纳和总结,明确、客观地反映了论文的研究价值,对研究结果有了更深一步的认识。在此基础上,提出了进一的研究方向。
本文主要采取理论分析和调查研究相结合,定性分析和定量分析想结合,学术探讨和对策研究相结合的研究方法。首先在分析了蓝色经济区的理论基础上,对山东和烟台发展蓝色经济区的实际情况进行了大量的调查研究。在调查研究中,采取层层深入的思路,从烟台在发展海洋经济方面取得的成绩和存在问题的分析,再到新的形势下烟台发展蓝色经济的优势和面临挑战的分析,以求从整体和细节上把握烟台发展蓝色经济的现状,得出相应的结论。由于许多因素难以定量分析,此处更多使用了定性分析的方法。最后,在以上分析的基础上,又通过学术探讨的方式,就烟台发展蓝色经济区提出了对策研究,并提出了相应的建议。

Under the thorough investigation and study then by the widespread hearing from all quarters opinion's, The blue color economic zone construction has been interpolated in the first part of Shandong's regional economic development.
The communist party committee and The people's government of Shandong province take it seriously. Facing this significant construction opportu(?)ity Yantai starts to step up in the development of blue color economic and enters the earlier period stage of project.
The paper has studied the existence superiority and the question by unifying Yantai's actual characteristic. Proposed the scientific countermeasure for yantai to develops the blue color economic. The paper has provided the supporting theory and the strategic ponder for yantai and Is helpful in the deep research impetus in blue color economic develop(?)ent. The full text altogether divides into five parts.
The first part carries on the narration to the blue color economic zone's correlation theories. Points out that the blue color economic zone is takes marine and the land coordinated development as a foundation. Takes the sea ecology civilization construction as the premise. Takes the sustainable development as the idea. Takes the advanced science and technology as the supporting. It's a new economic zone with the blue color economy and the environmental ecology and the social enterprise coordinated development. Comparing with the tradition marine economy. It has a more scientific and more profound and richer meaning. Constructing blue color economic zone not only is a strategic innovation under scientific development concept but also is one kind of development instruction to the scientific development concept.
The second part analyzes that the proposal of the blue economic of Shandong is inevitability from the theoretical angle. Looking from the worldwi(?)e scale, the sea has become the advance position of the global new round competition developing. Most of the country in the world which are abundant in marine resources have put the development of the blue color economy on the significant strategy through which they can achieves the reviving of the country. Looking from the domestic scope, Each coastal region also starts to develop the marine economy vigorously, and takes the marine economy as a new point of the growth development of the nationa economy. Shandong has the rich experience and the thick foundation in the development of marine economy. The third part has analyzed the Achievement and the existence question of Yantai in the development of blue color economic. Discovers the factor which restricting Yantai's developing and Provides the theory for the reasonable formulation development targets.
The fourth part has analyzed the superiority and the challenge from the difierent angle of Yantai's development under the new situation. Yantai has many superiority such as the geographical position, rich resources, talented person and industrial culture. Therefore Yantai has very big development opportunities. Yantai still have many limiting factors in the new round of development such as the ideological concept, the regional economies competition, the pressure of the unreasonable industrial structure and the environment resources.
The fifth part is the countermeasure for Yantai on the development of the blue color economic zone. Through the unifying of Macroscopic and microscopic, proposes the corresponding countermeasure from nine aspects. It may provides the guidance suggestion for Yantai's blue color economy localization and the development. It can also provides the intelligence support for Yantai to walks diligently in front of the entire province in the blue color economic zone construction.
The article mainly adopts such research techniques. In the investigation and study, adopts the thorough mentality little by little. Because many factors can't be analyzed quantitatively, so qualitative analysis method are used frequently. Through the way of academic discussion the paper put forward to corresponding proposal on the development of blue color economic zone in yantai.
