上海农业保险发展中政府助推研究

摘要
农业保险作为发展现代农业的支柱之一,是我国建设社会主义新农村、构建社会主义和谐社会的重要支撑系统。2007年中央“一号文件”明确要求:“积极发展农业保险,按照政府引导、政策支持、市场运作、农民自愿的原则,建立完善农业保险体系”。政府助推农业保险发展是一件利国利民造福社会的宏大系统工程。本文以农业保险具有“准公共性”物品属性,需要政府助推为抓手,论述了农业保险作用和政府助推农业保险的理论依据及重大意义,辩证分析了农业风险、农业保险作用和政府助推三者之间的内在联系,得出政府依靠农业保险防控农业风险,最终起到保护农业目的的结论;通过研究对比国外政府推动农业保险发展情况,归纳整理出不同农业保险制度模式的特点,并从国外政府助推农业保险的实践经验中获得借鉴和启示,揭示了政府助推农业保险发展的实质,就是政府利用手中掌握的各种公共资源,使用行政手段对农业保险的市场机制进行调控的行为,介绍了我国农业保险发展状况,并以上海等政策性农业保险试点为基础进行实证分析,立足农业保险市场的角度,发现阻碍农业保险发展的问题,试图以政府助推的观点分析制约发展的因素,展开对我国农业保险制度安排的思考,提出政府助推农业保险的对策,期望得到政府行为与市场机制达成耦合效果。
Agricultural insurance, as one of the pillars in the development of modern agriculture in China, is an important support system of the construction of socialist new countryside and constructing socialism harmonious society. In 2007, The Central No 1. document requested explicitly:“We will develop agricultural insurance actively. Furthermore, we will establish and improve agricultural insurance system according the principle of government guidance, policy support, market operation, farmers will”Government boosting agricultural development is a grand system engineering which is benificial to state , citizen and society. According the handle which is that agricultural insurance has an attribute of quasi-public and needs boost of the government, this article discusses the function of agricultural insurance, theory basis and significance about government boosting agriculture insurance. And then, analyzes inner link dialectically about agricultural risk, agricultural insurance and government. At last, this paper concluded that government relies on agricultural insurance to prevent agricultural risk and protect the agriculture eventually. Through comparative study about foreign government’s boost in agricultural insurance, the article summaries out characteristics of different agricultural insurance system modes, and gets experience of reference and enlightenment from foreign government boosting agricultural insurance. It reveals the essence of the government boosting agricultural insurance, which is that the government uses all kinds of public resources in hand to regulate the market mechanism of agricultural insurance by using administrative means. The development status of China's agricultural insurance is introduced. The paper makes an empirical analysis based on pilot areas just like Shanghai etc. According agricultural insurance market, the article discovers some problems that hinder the development of agricultural insurance. It is trying to analyze the restriction factors by the view of government boosting and think deeply institutional arrangements of agricultural insurance. The paper puts forward the countermeasures of government boosting agricultural insurance and hopes that the government behavior and market mechanism can reach coupling effect.
