长沙综合保税区建设研究
摘要
综合保税区是设立在内陆地区具有保税港区功能的海关特殊监管区域。一般由海关参照有关规定对综合保税区进行管理,执行保税港区的税收和外汇政策,集保税区、出口加工区、保税物流园区、港口功能于一身,是我国目前开放层次最高、优惠政策最多、功能最齐全、手续最简化的特殊开放区域。随着我国外向型经济的发展,各地都在结合各自的实际情况,开展保税区的建设研究。湖南是中国中南部的交通枢纽,在省会长沙设立综合保税区,有利于搭建服务外向型经济的公共平台、扩大对外开放、降低物流成本、提升外向型经济发展水平。
本文结合长沙市的经济发展状况,就如何建设规划长沙综合保税区进行了较系统的研究。论文在参考国内外相关文献的基础上,对综合保税区的产生背景及基本概念进行了综述。通过将我国的保税区与国外自由贸易区的发展进行比较分析,研究了我国保税区的发展水平与特点。通过分析长沙市的区位特点,就长沙综合保税区的功能定位和发展要求进行了研究,针对长沙综合保税区建设规划进行了SWOT分析；其次依据功能需求、交通区位、经济环境进行了长沙综合保税区建设规划的选址研究；接下来按照功能片区口岸作业区布局、保税功能区布局、出口加工区布局和其他配套设施布局提出了长沙综合保税区建设的规划研究方案；最后从土地审批、政策扶植、运行机制、服务监管的角度提出了长沙综合保税区建设规划的政策研究并且对其发展前景进行了展望。
本文研究对长沙综合保税区的发展具有一定的指导借鉴作用,也将对我国综合保税区的发展指代有益的参考。
The comprehensive bonded zone is established in inland with the function of bonded port zone, which is an area under the special supervision of customs. It is administrated by customs and the tax and foreign exchange policies of bonded port zone are implemented. It integrates the function of bonded zone, export processing zone, bonded logistic park and port. It is a special open area which has the most preferential policies, the most complete function and the most simplified procedures. The comprehensive bonded zone is examined and approved by state council, accepted by customs head office and other nine ministries and commissions. With the development of export-oriented economy in China, all over the combination of their own circumstances to carry out the Free Trade Zone Construction. Hunan is the transport hub of south-central China, to set up comprehensive bonded area in the provincial capital Changsha, is conducive to the public platform to build a service oriented economy, opening wider to the outside world and reduce logistics costs, improve the level of export-oriented economic development.
In this paper, the Changsha City's economic development, on how to build a more systematic planning of Changsha comprehensive Free Trade in reference to related literature based on comprehensive Free Trade Zone of the background and basic concepts are reviewed. A comparative analysis of China's Free Trade Zone and foreign free trade zone development, the level of development and characteristics of China's Free Trade Zone. Changsha comprehensive Free Trade Zone, the functional orientation and development requirements through the analysis of Changsha City area characteristics study of Changsha comprehensive bonded area construction planning were SWOT analysis; Second, based on functional requirements, traffic location, economic environment, carry out the Changsha comprehensive Free Trade Zone, the construction planning location of study; next port operation area in accordance with the functional zones layout, the layout of the bonded functional areas, export processing zones, layout and other supporting facilities layout planning research programs of comprehensive Free Trade Zone building in Changsha; final approval from the land, policy support, run mechanism, the regulatory point of view of service Changsha comprehensive Bonded Zone construction Planning policy Research and its prospect for the future development.
In this paper, the Free Trade Zone in Changsha some guidance reference will refer to the development of China's Free Trade Zone, a useful reference.
本文结合长沙市的经济发展状况,就如何建设规划长沙综合保税区进行了较系统的研究。论文在参考国内外相关文献的基础上,对综合保税区的产生背景及基本概念进行了综述。通过将我国的保税区与国外自由贸易区的发展进行比较分析,研究了我国保税区的发展水平与特点。通过分析长沙市的区位特点,就长沙综合保税区的功能定位和发展要求进行了研究,针对长沙综合保税区建设规划进行了SWOT分析；其次依据功能需求、交通区位、经济环境进行了长沙综合保税区建设规划的选址研究；接下来按照功能片区口岸作业区布局、保税功能区布局、出口加工区布局和其他配套设施布局提出了长沙综合保税区建设的规划研究方案；最后从土地审批、政策扶植、运行机制、服务监管的角度提出了长沙综合保税区建设规划的政策研究并且对其发展前景进行了展望。
本文研究对长沙综合保税区的发展具有一定的指导借鉴作用,也将对我国综合保税区的发展指代有益的参考。
The comprehensive bonded zone is established in inland with the function of bonded port zone, which is an area under the special supervision of customs.
