公共财政支持科技产业发展的领域选择研究

摘要
随着经济全球化进程的不断深入，科技产业的发展已经成为我国经济发展的最强大推动力，它的发展将会对改造传统产业、发展新兴产业、推进产业优化升级、提高经济发展质量和效益产生至关重要的作用，是实现经济跨越式发展的根本途径。而公共财政在支持科技产业发展的过程中起着至关重要的作用，因此针对公共财政支持科技产业发展的领域选择进行研究具有非常重要的意义。
本文借鉴了公共财政支出、科技产业发展和主导产业领域选择等相关理论，并在对前人研究成果进行综述的基础上，分析研究了公共财政支持科技产业发展的领域选择的影响因素，以及公共财政支持科技产业发展的领域选择的评价指标与方法，并以陕西省为例进行了分析研究，最后给出了相关的政策建议。
论文的创新性工作及研究结论如下：(1)将公共财政支出、科技产业发展以及主导产业领域选择三者有机结合起来，揭示了公共财政在支持科技产业发展的领域选择过程中要遵循主导产业领域选择的原则，同时还要结合公共财政支出和科技产业发展的特点。(2)在对主导产业领域选择的影响因素进行分析之后，分析归纳了公共财政支持科技产业发展的领域选择的主要影响因素，并通过借鉴主导产业领域选择的基准、评价指标与方法，得出了公共财政支持科技产业发展的领域选择的基准、评价指标与方法。(3)在得出公共财政支持科技产业发展的领域选择的基准、评价指标与方法之后，以陕西省为例进行了分析研究。首先，分析了公共财政支持陕西科技产业发展的领域选择的影响因素；然后，建立相应的评价指标，选取适合的评价方法，得出了公共财政在支持陕西科技产业发展的过程中，应该重点支持的产业领域；最后，给出了相关的政策建议。
With the development of the course of Economic Globalization, the Development of Sci-Tech Industry in our country has become the strongest power of the development of economic, it will bring the most critical effect to Reforming Traditional Industry, Developing Rising Industry, Advancing the Optimization & Escalation of Industry, Improving the Quality & Profits of the development of economics, and it will be the fundamental way to realize the across-development of economics. However, Public Finance also brings the most critical effect during the Development of Sci-Tech Industry. Therefore, the Research on Selection of Field of Support for Development of Sci-Tech Industry by Public Finance is of important meaning.
This academic thesis uses a lot of related theories including the Expenditure of Public Finance, Development of Sci-Tech Industry, Selection of Field of Leading Industry and so on, summarizes a large number of Research Achievements before, analysizes the influent factors, quotas and methods of Selection of Field of Support for Development of Sci-Tech Industry by Public Finance, illustrates the reality of Shaanxi Province with examples, and finally gives the related policies and suggestions.

(3) After reaching the conclusions including the standards, quotas and methods of Selection of Field of Support for Development of Sci-Tech Industry by Public Finance, it illustrates the reality of Shaanxi Province with examples, analysizes the main influent factors of Selection of Field of Support for Development of Sci-Tech Industry by Public Finance in Shaanxi Province, establishes the related appraisal quotas, chooses the suitable methods, makes conclusions that the industry field should be supported energetically during the process of Support for Development of Sci-Tech Industry by Public Finance in Shaanxi Province, and finally gives the related policies and suggestions.
本文借鉴了公共财政支出、科技产业发展和主导产业领域选择等相关理论，并在对前人研究成果进行综述的基础上，分析研究了公共财政支持科技产业发展的领域选择的影响因素，以及公共财政支持科技产业发展的领域选择的评价指标与方法，并以陕西省为例进行了分析研究，最后给出了相关的政策建议。
