城市风景区湿地规划设计研究

摘要
城市风景区湿地是城市宝贵的自然资源,不仅为市民的生产、生活提供多种资源,而且为城市提供重要的生态服务与景观功能。由于历史原因、认识偏差和保护措施的失当,加之我国快速城市化进程,城市风景区湿地正面临着被大面积侵占、过度开发等多重危机,对其开展有效的保护工作已刻不容缓。城市风景区湿地的保护首先要从规划设计做起,但目前国内针对城市风景区湿地规划设计的研究却尚未形成系统,因此对其规划设计的研究已成为保护工作的当务之急。
     城市风景区湿地规划设计是城市风景区湿地保护与合理利用的重要途径,它是以开发湿地的生态旅游为重点,结合城市风景区湿地的恢复改造和产业结构调整,以保护城市风景区湿地,改善市民和当地居民生活水平,促进城市风景区湿地的保护从无力被动的保护走向主动有效的保护,从自然生态走向社会生态。论文主要包括以下内容:
     引言部分主要介绍本课题研究的背景及研究目的意义,概述了目前国内外对城市湿地保护与规划设计问题的研究现状,总结了国外湿地研究的特点及我国湿地研究的不足之处和成功经验。最后提出论文研究的整体思路。
     第二部分论述了城市风景区湿地的相关概念,总结了湿地的功能与效益,分析了城市湿地减少的原因,最后得出湿地保护的重要性及意义。
     第三部分重点介绍了与城市风景区湿地规划设计相关的理论与技术,包括环境承载力理论、生态恢复理论、景观生态学理论、游憩学理论、清洁生产理论、社区参与理论,为规划设计的研究提供了理论基础和技术支持。
     第四部分阐述了城市风景区湿地规划设计的指导思想、目标、应遵循的原则和规划设计的编制步骤,并以此来指导城市风景区湿地规划设计的研究。
     第五部分是论文核心部分,系统阐述了城市风景区湿地规划设计的内容。在进行资料调研与分析的基础上,确定湿地分区规划及各区规划控制原则,论述了对城市风景区湿地进行合理分区同时各区要按规划控制原则规划设计。湿地恢复规划部分主要从原则和规划策略两个部分进行研究。湿地的旅游开发规划从规划遵循的原则、确定项目、确定湿地生态旅游承载力、旅游环境容量的测量、分期规划五个方面进行阐述,最后专项规划设计部分主要具体论述道路规划设计、植物景观规划设计和动物规划。
     第六部分是实证部分,通过对太阳岛风景区湿地的规划设计,探讨理论与规划设计的实际结合。
     根据太阳岛风景区的实际情况进行湿地分区规划,主要分为湿地核心保护区、湿地生态保护区、湿地生态恢复区、湿地保护缓冲区及湿地游览活动区五个区域。针对湿地退化问题提出恢复措施。提出太阳岛风景区湿地开发方案以及太阳岛风景区湿地生态旅游环境容量控制要求。最后对太阳岛风景区湿地道路路面结构、太阳岛风景区湿地植物景观和太阳岛风景区湿地动物进行规划设计。
     结论部分总结出论文的主要观点,最终目的是期望对当前我国的城市风景区湿地的规划建设提供有益的借鉴,同时提出需要进一步讨论的问题。
The wetlands in urban scenic spot is a kind of valuable natural resource of a city. It not only provide various resources for people production and daily life but also devote a lot for the ecological service and landscape features. However, the wetlands in urban scenic spot are facing many risks such as large area occupation and over-exploitation those are due to historical reasons, bias awareness, misconduct protection measures and China's rapid urbanization process so the effective protection is necessary.
     The designing research of wetlands in urban scenic spot is a pressing task because the protection of wetlands in urban scenic spot should begin with designing yet it has not become a system in China. Planning and design of wetlands in urban scenic spot is an important method for the protection and rational utilization of wetlands. The paper focus on the developing wetlands eco-tourism which connecting with the wetlands restoration and structure adjustment of industry, and the study aims at protecting wetlands in urban scenic spot, promoting the public and local people's living standards, enhancing wetlands protection from being passive to gaining the initiative, from natural ecology to social ecology.
     The paper included: The background and purpose of the study,the present research on planning and design of wetlands in urban scenic spot at home and abroad ,the paper also made the conclusion of features in research at home and abroad and it included the inadequate and successful experience in studies in China. At last,the paper pointed out the overall ideas of the research. And all above are in the introduction of the paper.
     The paper discussed the related concepts about wetlands in urban scenic spot,summed up the fuction and benefit of wetlands,analysed the reduction reasons and got the significance of protecting wetlands those are in the part II of the paper.
     In the part III it focused on introducing theories and technology about planning and design wetlands in urban scenic spot including environmental carrying capacity theory,ecological restoration theory,landscape ecology theory,recreation theory,clean production theory and community particaipation theory,all above provided that what is the theoretical basis and technological support of planning and design research.
     The guiding thinking, goa!s,principles and procedures of planning and design of wetlands in urban scenic spot,and how they work were dicussed in the part IV.
     The part V is the core of the paper,it introduced the content of planning and design systematically. It supported that the planning and design should be divided into districks after investigated and analyzed the district planning and contral principals. Wetlands restoration planning was analysed from principles and planning strategy which were the main two part of the paper. The wetlands eco-tourism development was discussed by analyzed the principals which is including determining the projects,determining the eco-tourism carry capacity, determining the tourism carrying capacity and periodic development. At the same time to determine the certain project should think of the road ,plant landscape and animals.
     Part VI is some evidence,it proved the operation of the theory by planning and design the wetlands in the Sun Island Scenic Spot.
     The paper devided the Sun Island Scenic Sport into several districts which was including wetlands core areas,ecological protection areas,ecological restoration areas,protective buffer areas and visiting areas five regional areas. The restoration methods in accordance with the degradation of wetlands and the developmental planning and the control points of the eco-tourism carrying capacity were discussed in the paper. Finally the planning and design of the road surface and structur of the wetlands,the plants landscape and the animals of wetlands in the Sun Island Scenic Spot were detemined in the study.
     In the conclusion the planning and design of wetlands in urban scenic spot in today's China was summed up and the further discuss of the issue also be put forward.
